The individuals listed in Section 1, above, met on November 30, 1993, to discuss proposed Revision 6 to the San Onofre Nuclear Generating Station (SONGS) emergency plan (EP).
The proposed revision includes changes resulting from the permanently defueled status of Unit S. Medling began the meeting with a brief background on the status of Unit 1. Mr. Medling then opened the meeting for the licensee's presentation by M. Zenke a. Impact of Unit 1 Status on the Emergency Plan Mr. Zenker discussed the current EP and the areas of the plan affected (and not affected) by the status of Unit 1. Mr. Zenker specifically addressed changes to onshift emergency response staffing and responsibilities, emergency facilities, and emergency action levels (EALs) (see Attachment 1).
Several questions were raised by NRC personnel regarding the implementation of certain changes. For example, questions were raised about the responsibilities for assisting with offsite agency notifications and the use of the Unit 1 emergency response facilities (Technical Support Center (TSC) and Operations Support Center (OSC)) as backup facilities for Units 2/3. The licensee's responses were technically sound, and indicated that details of implementation had been thoroughly anticipate b. Other EmergencY Plan Changes Mr. Zenker briefly discussed those changes to the EP not resulting from the shutdown of Unit 1. Most of the changes were administrative in nature and did not prompt any questions from the NRC personne Implementation Schedule Mr. Zenker discussed the implementation schedule for proposed Revision 6, including tentative dates for classroom training and a practical drill. In addition, Mr. Zenker addressed two other EP revisions: Revision 5.6, which will incorporate changes resulting from the new 10 CFR Part 20 and Environmental Protection Agency (EPA) EPA-400; and 6.1, which will incorporate changes to certain protective action recommendations (PARs) and EALs (needed for consistency with EPA-400). NRC personnel verified that Revisions 5.6 and 6.1 would be submitted under the provisions of 10 CFR 50.54(q).
3. Meeting Closure and Conclusion In summary, no significant problems were identified with the licensee's proposed revisions to its EP. Mr. Pate closed the meeting by expressing appreciation for the licensee's presentatio ~~
