The meeting convened at 1:30 Mr. Martin opened the meeting by noting that it provided an opportunity for an open discussion of the NRC's Systematic Assessment of Licensee Performance (SALP) Report for San Onofre. Mr. Martin characterized the licensee's performance as satisfactory, and in some areas very good. M Martin also solicited feedback from the licensee if they had any comments regarding the conclusions documented in the SALP repor Mr. Richards stated that the performance within the areas of Operations, Maintenance, Engineering, and Safety Assessment was good or superio The NRC's conclusion of the licensee's performance identified the need to devote more attention to emerging operational issues, especially engineering support in assessing developing plant problem Additionally, Mr. Richards noted weaknesses in coordination of activities among Operations, Maintenance, and Engineering that contributed to plant trips and event Mr. Wong summarized the NRC SALP Board's assessment and recommendations in the following functional areas:
Plant Operations
Maintenance/Surveillance
Engineering/Technical Support
Safety Assessment/Quality Verification The licensee provided the following comments after the discussion of each of the functional areas:
Operations Mr. Waldo agreed with the assessment and noted that efforts were continuing to address the areas of weakness identified. Additionally, in an effort to improve operations interface with other organizations, he stated that significant resources were being expended to upgrade procedure Maintenance Mr. Ray responded that with the exception of the Unit 3 High Pressure Safety Injection (HPSI) Pump out of service issue, he agreed with the NRC's assessment of performance in the Maintenance area. Mr. Ray stated that many of the issues identified were cases where SCE's performance fell short of their own expectation Mr. Cash concurred with the recommendations provided in the SALP report and noted that he considered improvement was being realized. Mr. Cash reaffirmed his commitment toward implementation of the Partners for Success program for the site Maintenance organization. With regard to
- missed surveillances, Mr. Cash noted that actions have been taken to correct weaknesses. He believed these actions contributed to the absence of any missed Maintenance organization surveillances in 199 Mr. Cash indicated that three items were intended to enhance the surveillance program so that it would be better able to identify degrading equipment. In particular, improvements in condition monitoring, establishment of a system engineer qualification program, and creation of "State of the System" reports were being implemented in addition to the Reliability Centered Maintenance Program to further enhance component monitoring. Mr. Cash also stated that SCE would continue to work to decrease the impact of plant maintenance activities on safety system Mr. Ray provided additional discussion concerning the rationale for performing maintenance on a Unit 3 HPSI pump in the manner discussed in the SALP Repor He also indicated that SCE intended to provide a chronology of events concerning the pump inoperabilit Mr. Martin suggested that the NRC and SCE continue with discussions on this issue after receiving the chronology of events from the license Engineering/Technical Support Mr. Rosenblum acknowledged that after further analysis, SCE's communications of complex technical issues were not always effective (especially when the time to evaluate the situation was short).
M Rosenblum acknowledged the need to improve communications in future discussions with the NR Mr. Ray concurred that in the case of the Unit 1 feedwater/safety injection valves, their efforts to resolve problems fell short of their own expectations. With respect to the Unit 3 pressurizer instrument line leakage issue, Mr. Ray indicated that, in retrospect, they should have made a more thorough assessment earlie Mr. Breig stated that with respect to the system engineer workload, he was using two consultants to benchmark the San Onofre Station Technical (STEC) organization against other similar organizations. In addition, he indicated that SCE was implementing the "Roles and Responsibilities of Engineers" Program. Mr. Brieg stated that these activities would help SCE focus their efforts on the most important issues first. He believed that the recent reorganization of senior STEC management should provide more oversight and a better focus on issues and problems. Mr. Brieg noted that STEC had started using NEDO analytical capabilities mor Additionally, within NEDO, program improvements were initiated to provide more oversight in an effort to achieve a better quality work product. To address interface weaknesses with other organizations, STEC procedures were being reviewed. He also stated that in conjunction with STEC efforts, Operations had initiated a review of their procedures to address this weaknes Mr. Rosenblum commented on his perception that having high confidence in their assessments was important, but that they also needed to confirm the absence of other causes which might have worse consequence Safety Assessment/Quality Verification Mr. Ray stated that SCE agreed with the SALP assessment with the exception of the SALP rating. He indicated that it was considered that the rating did not recognize improvements SCE made within this functional are Mr. Wenslawski summarized the NRC SALP Board's assessment and recommendations in the following functional areas:

Radiological Controls Mr. Ray agreed with the assessment and stated that SCE will continue their diligence in maintaining a high level of performance in this are Emergency Preparedness Mr. Knapp responded that Health Physics had undertaken efforts to devote more time toward improvements in this area as a result of problems identified during the last Emergency Preparedness exercis Security The licensee acknowledged Mr. Wenslawski's comment that the SONGS Security force was one of the best in the countr. Summary Mr. Richards stated that SCE had the option to respond to the SALP assessment within 30 days, and reiterated the two major concerns identified in the SALP report - weaknesses in the licensee's assessment of emergent issues and weaknesses in organizational interfaces that contributed to plant trips and event Mr. Virgilio commented that the NRC staff recognized the licensee's efforts thus far and he thought that SCE was close to achieving superior performance.
