Dear Commissioners and Staff:

Pursuant to 10 CFR 50.71(e), Pacific Gas and Electric Company (PG&E) is submitting the Humboldt Bay Power Plant (HBPP) Unit 3 Defueled Safety Analysis Report (DSAR), Revision 13, in accordance with 10 CFR 50.4(b)(6). The changes contained in Revision 13 of the DSAR include changes made under the provisions of 10 CFR 50.59 since DSAR, Revision 12, was submitted in Reference 1. Revision bars are shown in the margins with an identifying revision change number next to the information that has changed.

PG&E is also submitting DSAR Appendix A, License Termination Plan (LTP),

Revision 3. Revision 3 of the LTP includes changes made under the provisions of 10 CFR 50.59 and 10 CFR 50.82(a)(6). Revision bars are shown in the margins with an identifying revision change number next to the information that has changed.

In addition, PG&E is submitting Revisions 37, 38, and 39 of the Humboldt Bay Quality Assurance Plan (HBQAP) in accordance with 10 CFR 50.54(a)(3). Revision 36 was submitted in Reference 1, with DSAR Revision 12.

The Enclosure contains the DSAR, LTP, and HBQAP revisions on one compact disc labeled, "Humboldt Bay Power Plant DSAR, Revision 13; LTP (DSAR, Appendix A),
