The purpose of this letter is to notify the NRC that, as of August 17, 2005, Pacific Gas and Electric Company (PG&E) completed all actions to comply with the NRC Security Order dated August 18, 2004, for Humboldt Bay Power Plant, Unit 3.

These actions are identified in PG&E letters HBL-04-023, dated September 7, 2004, and HBL-04-025, dated October 28, 2004.
