Dear Commissioners and Staff:

By Pacific Gas and Electric Company (PG&E) Letter HIL-03-001, dated December 15, 2003, as supplemented, PG&E submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for a 10 CFR 72 site-specific license to build and operate an independent spent fuel storage installation (ISFSI) at the Humboldt Bay Power Plant (HBPP) site. The application included a Safety Analysis Report (SAR), Environmental Report, and other required documents in accordance with 10 CFR 72.

By letter dated November 17, 2005, the NRC issued Materials License No. SNM-2514 authorizing PG&E to receive, possess, store, and transfer spent fuel and associated radioactive materials resulting from the operation of HBPP in the Humboldt Bay ISFSI.

Pursuant to 10 CFR 72.70(a)(1) and in accordance with 10 CFR 72.4, PG&E is enclosing a CD-ROM of the Humboldt Bay ISFSI Final Safety Analysis Report (FSAR) Update, Revision 0. The FSAR Update is based on the SAR submitted with the application and reflects changes and commitments developed during the license approval process.

A total of one CD-ROM is included in this submission. The CD-ROM is labeled, "Humboldt Bay Independent Spent Fuel Storage Installation Final Safety Analysis Report Update, Revision 0, January 2006." The contents are in Adobe Acrobat Portable Document Format (pdf).
