Dear Sir or Madam:

In the referenced letter, the NRC issued to Entergy Operations, Inc. (Entergy) Operating License (OL) Amendment 191 for Grand Gulf Nuclear Station, Unit 1 (GGNS) that authorized an extended power uprate (EPU). Included in Amendment 191 is new OL Condition 2.C(46),

which specifies requirements applicable to replacement steam dryer testing during power ascension. OL Condition 2.C(46)(b)4 states:

The following requirements are placed on operation of the facility during the initial power ascension from 3898 MWt to the approved EPU level (4408 MWt):

4. Following the data collection and evaluation at the EPU power level, GGNS shall provide a final load definition and stress report of the steam dryer, including the results of a complete re-analysis using the GGNS-specific bias and uncertainties and transfer function. The GGNS-specific bias and uncertainties summary shall include both PBLE Method 1 and Method 2. This report shall be transmitted to the NRC within 90 days of achieving the EPU power level. Should the results of this stress analysis indicate the allowable stress in any part of the dryer is exceeded, GGNS shall reduce power to a level at which the allowable stress is met, evaluate the dryer integrity, and assess any shortcomings in the predictive analysis. The results of this evaluation, including a recommended resolution of any identified issues and a demonstration of dryer integrity at EPU conditions, shall be provided to the NRC prior to return to EPU conditions.

Hitachi Nuclear Energy (GEH) Report NEDC-33765, Supplement 4P, Grand Gulf Nuclear Station Replacement Steam Dryer EPU Full Re-Analysis and Benchmarking Report, which is provided in the attachment to this letter. NEDC-33765, Supplement 4P contains the final load definition and stress report for the replacement steam dryer. The results of the analysis show the dryer alternating stresses expected during EPU operation are less than the fatigue limit and that the ASME criteria for the normal, upset, and faulted service levels are satisfied.

GEH considers NEDC-33765, Supplement 4P in its entirety to be proprietary and, therefore, exempt from public disclosure pursuant to 10 CFR 2.390. The associated affidavit for withholding information, executed by GEH, is provided in the report. NEDC-33765, Supplement 4P was provided to Entergy in a GEH transmittal that is referenced in the affidavit. Therefore, on behalf of GEH, Entergy requests the attachment be withheld from public disclosure in accordance with 10 CFR 2.390(b)(1).

In accordance with NRC Information Notice 2009-07, Withholding of Proprietary Information from Public Disclosure, a non-proprietary version of NEDC-33765, Supplement 4P is not being provided since the entire report is proprietary and a non-proprietary version would be of no value.

This report satisfies the requirement of GGNS Operating License Condition 2.C(46)(b)4 in that it contains the final load definition and stress report for the replacement steam dryer.

In telephone calls held on September 6 and 26, 2012, the NRC staff requested Entergy to provide certain information in NEDC-33765, Supplement 4P. The table, below, identifies the specific information requested and its location within the report.

Requested Information Report Location Perform a sensitivity study of reactor pressure changes on the bias errors and uncertainties and provide that information in the final report 5.3.2 Include a section on core flow and pressure sensitivity.

5.3.2 Include a description of pressure control.

5.3.2.1 Plot 100K vs. 100B PSD comparisons for all dryer sensors.

Appendix B Compare impact of 10 100CLTP cases on upper and lower pressure sensors.

Table 10, Appendix B, Figure 711 Include a peak RMS comparison table for 100K vs. 100B.

Table 10 Explain the basis for the timing of the data used in the histograms.

3.2 Address negative end-to-end low-frequency bias on the lower dryer.

4.1, 4.2.3, 5.3.1.2 Include sensor S2 in histogram and time-history plots.

3.2, Table 2, Figures 1 and 2 Provide a brief summary in the main body of the report discussing the information contained in any appendices.

5.3.1, 5.3.2 GEH considers NEDC-33765, Supplement 4P to be proprietary and, therefore, exempt from public disclosure pursuant to 10 CFR 2.390. The affidavit for withholding information, executed by GEH, is provided in the report.

1 Figure 17 provides a summary of the impact of core flow and pressure changes at full EPU on upper and lower dryer pressure loads and dryer response.
