Dear Commissioners and Staff:

In Reference 1, Pacific Gas and Electric Company (PG&E) withdrew License Amendment Request (LAR) 09-07 and provided the following regulatory commitment:

"PG&E will submit a new LAR, which will include one of two options: (1) provide additional justification for the delayed 500 kV circuit, or (2) provide a design change to the 500 kV circuit that would include the addition of main generator output breakers that would make the 500 kV circuit an immediate source of offsite power.

This LAR will be submitted by December 31, 2013."

PG&E has elected to pursue a design change to install new main generator circuit breakers such that the 500 kV circuits are immediately available as a source of offsite power. PG&E has been communicating with other nuclear power plants that have done a similar design change in order to take advantage of best practices and lessons learned.

In developing the LAR, along with parallel activities in the design planning process, PG&E determined that additional analysis and information is needed, which will not be available until after December 31,2013. PG&E is therefore revising the commitment to the following: PG&E will submit a new LAR by July 31,2014, to support installation of generator circuit breakers that will make the 500 kV circuit an immediate source of offsite power.

Document Control Desk PG&E Letter DCL-13-120 December 18,2013 Page 2 The revised LAR submittal date will not impact the implementation date timeframe originally discussed with the NRC at a public meeting on January 24, 2013 (plan to install during Unit 2 Refueling Outage 19 in 2016 and Unit 1 Refueling Outage 20 in 2017).
