Dear Commissioners and Staff:
Pursuant to 10 CFR 26, Pacific Gas and Electric Company (PG&E) is submitting the enclosed Fitness for Duty (FFD) Performance Report for the period January through June 2008. The performance data have been compiled on the standard forms developed by the Nuclear Energy Institute and are provided in Enclosure 1. As noted in Enclosure 1, individuals being screened for initial unescorted access (pre-employment testing 30 days prior to being cleared) are tested at lower cut-off levels for marijuana and amphetamines and for two additional substances. This testing is reported under the pre-access category, and is conducted in accordance with 10 CFR 26.
Statistical analysis of the data was conducted, and the results are provided in . During this period, no licensed operators or supervisors tested positive. There were no significant FFD event reports made during the period. provides a summary of program activities for the reporting period.

Enclosure -2 PG&E Letter DCL-08-075 STATISTICAL ANALYSIS FOR REPORTING PERIOD JANUARY THROUGH JUNE 2008 Analysis of the data indicates that 26.4 percent of the average eligible population was randomly tested during the period January 1, 2008, through June 30, 2008.
The overall positive test rate for this period was 1.2 percent. Pre-access tests for short-term contractor personhel accounted for 82 percent of all positive tests. The large number of positive tests recorded for short-term contractor personnel in the pre-access testing category is attributed to the Unit 2 Fourteenth Refueling Outage.
There was one random positive test result during this reporting period. The random positive rate for this period is 0.13 percent.
Pacific Gas and Electric Company submitted blind performance specimens in accordance with 10 CFR 26, Appendix A, Section 2.8 (e)(2) requirements. There were no reportable events.
Enclosure 3 PG&E Letter DCL-08-075 FITNESS FOR DUTY PROGRAM ACTIVITY REPORT Activity 1: Small vial containing urine found outside the Fitness for Duty (FFD) collection facility.
On January 24, 2008, a small plastic vial containing a liquid substance that appeared to be urine was found on the ground outside the FFD collection facility. The vial was not of a type used in the specimen collection process.
All individuals that entered or exited the collection facility during the time the vial was located on the ground outside the FFD collection facility were interviewed. None of these personnel revealed any useful information about the vial.
All personnel that were interviewed submitted to a drug and alcohol test. One of the individuals that were interviewed and tested had a positive test result.
