DOCKET NOS. 50-445 AND 50-446 TRANSMITTAL OF REPORT ON TXU POWER SPONSORED COATINGS PERFORMANCE TEST Gentlemen:

In follow up to discussions which took place during the August 22, 2006 public meeting with the Nuclear Energy Institute (NEI) and vendors to discuss Pressurized Water reactor (PWR) Sump Downstream Effects, please find enclosed the report regarding a TXU Generation Company LP (TXU Power) sponsored coatings test, conducted at Keeler and Long PPG NAS Test Facility. This report documents the autoclave testing of coatings samples from the CPSES Unit 1 Containment. The samples were Carboline Phenoline-305 paint chips which had failed in-service by delamination. The primer for the coating system is Carboline CZ- 11. The tests were conducted in accordance with the requirements of ASTM D 391 1-03, "Standard Method for Evaluating Coatings Used in Light-Water Nuclear Power Plants at Simulated Loss of Coolant Accident (LOCA) Conditions."

TXU Power will use this report in the analysis of emergency sump performance in response to NRC Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized Water Reactors."
