Cycle 2 Reload AECM-86/0214 In accordance with the provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. This amendment pertains to those technical specification changes that are required to support the Cycle 2 Reload for Grand Gulf Nuclear Station. The attachment provides the technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee and the Safety Review Committee.

2. GGNS Unit 1 Cycle 2 Reload Summary Report As discussed with your staff on June 23, 1986, this submittal does not contain final results for certain transient analyses. This matter is discussed in the attached PCOL. The required analyses to support final results for the Cycle 2 Reload are currently in progress. MP&L expects to file those results by August 15, 1986. No additional TS' changes are expected from these analyses. The August 1986 supplemental submittal is expected to consist principally)of (XN-NF-86-35 and 36 . appropriately amended Exxon Nuclear technical reports It should also be noted that Single Loop Operation, and operation in the Maximum Extended Operating Domain (ME0D) which have been submitted for Cycle 1, are supported by this submittal for Cycle 2.

To address the issue of core thermal hydraulic stability for Cycle 1 operations in the ME0D region, surveillance requirements were proposed by MP&L in the letter dated March 31, 1986 (AECM-86/0092). Those surveillance requirements' implemented measures for detection and suppression of flux oscillations and were consistent with the NRC Generic Letter No. 86-02 on the subject. For Cycle 2 operations the same " detect and suppress" region was considered appropriate, consistent with Generic Letter No. 86-02 and General ElectricServiceInformationLetter(SIL)No.380. For this reason no TS changes related to core stability were proposed in the attached PCOL for Cycle 2.

As a conservative measure MP&L elected to have stability analyses performed to confirm the application of the SIL No. 380 " detect and suppress" region to the GGNS Cycle 2 core. Preliminary results of these analyses recently provided to MP&L reveal that the region may be expanded to some degree. This would necessitate a minor modification to TS surveillance ,

requirements to support Cycle 2 operations and to fully satisfy operating license condition 2.C(13). If required, the TS changes will be filed as soon as practical following the finalization of the supporting analysis. MP&L will advise your staff of our final determination in this matter. As discussed on this date with the NRC, MP&L expects to submit this supplemental information, if necessary, by July 28, 1986.

Grand Gulf's first refuelir.g outage is scheduled to commence September 1, 1986. As discussed with your staff, MP'.L requests your approval of this requested license amendment by October 15, 1986 to facilitate reload related procedure development, training, and testirg activities in support of the plant's restart for Cycle 2.

Based on the guidelines presented in 10 CFR 50.92, it is the opinion of MP&L that this proposed amendment involves no significant hazards considerations. In accordance with the requirements of 10 CFR 170.21, an application fee of $150 is attached to this letter.
