Dear Sir:

Florida Power Corporation, doing business as Progress Energy Florida, Inc. (PEF), has reviewed Reference 1 and has decided to withdraw the request of Reference 2.

This issue was documented in NRC Inspection Report 05000302/2004005 as a Licensee Identified Non-Cited Violation and the finding was determined to be of very low safety significance, Green, because of the very low likelihood of a fire that could disrupt pressurizer level indication and challenge reactor safety. This determination is supported by the PEF detailed fire modeling performed for this issue. The resolution of this issue will continue to be tracked by the PEF corrective action program in nuclear condition report 124391.

There are no new regulatory commitments contained in this request.

If you should have any questions regarding this submittal, please contact Mr. Sid Powell, Supervisor, Licensing & Regulatory Programs, at (352) 563-4883.
