CRYSTAL RIVER UNIT 3 - RESULTS OF ACCEPTANCE REVIEW REGARDING REQUEST FOR EXEMPTION FROM 10 CFR 50, APPENDIX R, SECTION III.G.2 (TAC NO. MC6217)
Dear Mr. Young:
On February 3, 2005, Florida Power Corporation (FPC), (also doing business as Progress Energy Florida), the licensee for the Crystal River Unit 3 Nuclear Plant, submitted a request for an exemption in accordance with Title 10 of the Code of Federal Regulations Part 50 (10 CFR 50) from certain requirements of 10 CFR 50, Appendix R, Section III.G.2. Specifically, FPC requested that the pressurizer level instrumentation be exempted from the requirements for separation contained in Appendix R,Section III.G.2. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the requested exemption. An acceptance review determines whether or not a submittal (e.g.,
license amendment request, request for exemption) is sufficiently complete to allow the NRC staff to proceed with a detailed review.
The primary objectives of the NRCs fire protection rules and regulations are to (1) minimize the potential for fires and explosions; (2) rapidly detect, control, and extinguish fires that do occur; and (3) ensure that fire will not prevent the performance of necessary safe shutdown functions or increase the risk of significant radioactive releases to the environment.
The NRC staff reviewed the submittal for completeness, applicable requirements, and the cited precedents. The submittal relies on precedent fire models; however, the NRC staff found the precedents had limited applicability as the fire-affected area separation or protection configuration, bases for exemption, analyses performed, and/or components associated with the request differed from the precedents cited. The NRC staff found that, in general, the submittal lacked adequate detail describing the fire effects on the pressurizer level sensing systems (compensated and uncompensated types) and features of the fire zone (FZ) of concern. Additionally, the fire modeling results of the worst-case or limiting scenario have not been adequately detailed. This information is necessary to allow the NRC staff to begin the review.
D. E. Young In order to make the submittal complete and, therefore, acceptable for detailed review, the following information needs to be provided:
1)
A detailed description and/or drawings of FZ RB-95-300 (surrounding FZ or fire areas, if needed), specifically identifying the location, type, and quantity of combustibles, credible ignition sources, fire protection features, and the affected sensing lines and instruments; 2)
A detailed discussion of the effects of a high temperature fire on the pressurizer level tubing, joints, etc., and the pressurizer level system as a whole; 3)
A more detailed description of the fire models assumptions and bases addressing why these assumptions are presumed to be conservative and support continued operation/availability of the sensing system; and
- 4)
A description of the fire model results from the worst-case fire scenario (limiting scenario) that includes a discussion on the effects of changing model inputs when estimating the fire hazard potential to the uncompensated pressurizer level sensing system.
This request was discussed with Mr. Paul Infanger of your staff on March 14, 2005, and it was agreed that a response would be provided within 45 days of the issuance of this letter. Upon receipt of information that adequately addresses these deficiencies, the NRC staff will consider your application complete such that the detailed technical review can be initiated, and a schedule for completing the review can be established. Unless the submittal is revised within 45 days to satisfactorily address the deficiencies noted, the NRC staff will consider all efforts on this submittal as complete.
