Title

Dose Overrun on RWP 09-6035 for the Alternate Decay Heat Removal Project

Description

The inspectors identified an URI associated with the licensees ALARA planning and work controls for the alternate decay heat removal project. The inspectors reviewed a CAP record (CR 09-55801) that described the significant dose overrun on Radiation Work Permit (RWP) 09-6035, for the alternate decay heat removal project. The work was ongoing during the current refueling outage (RFO 12). Based on the initial assessment of the inspectors, there appeared to be a potential performance deficiency associated with the planning and execution of this work. The actual dose incurred was several times more than the initial dose estimate and the reasons and radiological impact for the increased dose was not well understood. Since the work activity was not completed, the inspectors could not assess the total dose for the activity nor the full scope and impact of the work controls. Consequently, this issue remains under review by the NRC to determine if it represents a performance deficiency and is categorized as URI 0500440/2009003-08
