Dear Sir or Madam:

In accordance with NU REG 1022 (Revision 3) Sections 2.8 and 5.1.2, Virginia Electric and Power Company is cancelling (formally withdrawing) Licensee Event Report (LER)

No. 50-281/2020-001-00, "Loss of Containment Cooling Affecting Containment Partial Pressure Indication." The LER was applicable for Surry Unit 2 only.

The October 1, 2020, LER reported the event pursuant to 10 CFR 50.73(a)(2)(vii) due to an event where a single cause or condition caused at least one independent train or channel to become inoperable in multiple systems or two independent trains or channels. to become inoperable in a single system designed to: (D) mitigate the consequences of an accident, and 10 CFR 50.73(a)(2)(v) due to an event or condition that could* have prevented the fulfillment of the safety function of structures or systems that are needed *to: (D) mitigate the consequences of an accident. Technical Specification 3.8.D.1 states "Containment air partial pressure shall be maintained within the acceptable operation range as identified in Figure 3.8-1 whenever the Reactor Coolant System temperature a.nd pressure exceed 350°F and 450 psig, respectively.

With the containment air partial. pressure outside the acceptable operation range, action is required to restore the air partial pressure to within acceptable limits within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> or be in at least HOT SHUTDOWN within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in COLD SHUTDOWN within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

After submitting the LER, Surry Power Station Engineering completecj. a technical analysis using data that was unavailable at the time of submittal. Results of this evaluation show that the containment partial pressure had remained within the allowable band, as given on TS Figure 3.8-1, and that the prior entry into the 1-hour action statement had not been necessary. In addition, there. was no loss of safety function as originally reported in the LER. As a result, Virginia Electric and Power Company is cancelling the LER.
