This report is being made in accordance with the requirements of Surry Power Station Technical Specifications, Section 4.14.
During Unit No. 2 Start-up, onMay 30, 1978, from about 0320 hours0.0037 days <br />0.0889 hours <br />5.291005e-4 weeks <br />1.2176e-4 months <br /> to about 0420 hours0.00486 days <br />0.117 hours <br />6.944444e-4 weeks <br />1.5981e-4 months <br />, the temperature of the condenser cooling water discharge increased by 4.5°F, a condition contrary to the requirements of Technical SpeC:ification 4.14.A.

This condition occurred as a result of expeditious power escalation during the first hour following closure of the output breaker.
Such escalation was necessary to pass easily thro_ugh the low power range where unit control is least stable.
The temperature rate condition was aggravated by the reduction in cooling water flow through the condenser resulting from one of four water boxes being out of service for discovery and repair of circulating water leakage.
On previous start-ups, the same power escalation rates had not resulted in excessive cooling water rates-of-change.
Subsequent escalation of the unit after about 0400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br /> was well within the temperature rate limitation of 3°F per hour prescribed by Technical Specifica-tions.
Following the occurrence, a thorough search was made for evidence that the river or its inhabitants had been adversely affected.
No such evidence was found.
