OYSTER CREEK NUCLEAR GNERATING STATION Forked Riveri New Jersey 08731 Licensee Event' Report Reportable Occurrence No. 50-219/81-67/3L Report Date January 20, 1982 Occurrence Date Decenber 20, 1981 Identification of Occurrence During maintenance testing scram' pilot solenoid valve 118 failed to operate as intended. This failure has been determined to affect CRD scram times as specified in Technical Specifications 3.2.B.3.

This event is considered to be a reportable occurrence as defined in the Technical Specifications, paragraph 6.9.2.b.2.

Conditions Prior to Occurrence The plant was in the refuel mode with reactor tauperature less than 212 F.

Description of Occurrence During equipnent maintenance testing, scram pilot solenoid valve 118 (for Control Rod Drive 14-23) failed when the rod was individually scranmed.

Apparent Cause of Occurrence After a thorough inspection of the valve plunger and internals, no plausible reason could be postulated for the failure. This appears to be an isolated failure.

Analysis of Occurrence There are two scram pilot solenoid valves for each one of the 137 Control Bad Drive units. Upon receipt of a scram signal the two scram pilot valves are deenergized allowing the air pressure on the air operated scram valves to be exhausted. This causes the scram valves to open driving the rod with the use of the charging water and/or reactor pressure and exhausting to the scram discharge volune. Although one of the scram pilot valves failed, a scram signal would have also deenergized the back-up scram valves. This insures that air pressure to the scram valves will be exhausted even if a failure of individual scram pilot valves should occur.

Due to the reasons indicated above the safety significance of the event is considered minimal.

Corrective Action

The plunger of the scram pilot solenoid valve was replaced with a new one and tested to verify operability. All scram solenoids will be verified operable, prior to plant startup, by individually scram testire each CRD.

In addition, it was noted that all scram pilot solenoid valves were rebuilt (including new plungers) within the last three years. The Preventive Main-tenance Program includes periodic rebuilding of all scram pilot solenoid valves.
