VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: ADMINISTRATIVE CHANGES TO ALIGN INITIAL TEST PROGRAM WITH REGULATORY GUIDE 1.68 (LAR-18-024) (EPID L-2018-LLA-0237)
Dear Mr. Whitley:
In response to your application dated August 30, 2018, the U.S. Nuclear Regulatory Commission has granted the enclosed exemptions and Amendment Nos. 154 and 153 to Combined Licenses (COL) Nos. NPF-91 and NPF-92 for Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively.
The amendment authorizes changes in the form of departures from the generic AP1000 Design Control Document Tier 1 and Tier 2 information in the VEGP COL plant-specific Tier 1 Design Control Document (PS-DCD) and the Tier 2 Updated Final Safety Analysis Report to reflect revision of the description and scope of the Initial Test Program (ITP) to remove component testing as a separately identified program or phase of the ITP, i.e., the Component Test Program. Additionally, preoperational and startup test specifications are removed from the ITP.
The amendment also authorizes corresponding changes to the COL license conditions.
The exemption allows changes that impact Tier 1 of the PS-DCD of the Facility COL as specified in License Amendment Request (LAR)18-024. This exemption is related to, and necessary for, the granting of the amendment which is being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendments and exemptions, is also enclosed. The notice of issuance of the amendment and exemption documents included in this letter will be published in the Federal Register.
