STN 50-528/529/530 Second Inservice Inspection Interval - Proposed Code Alternative and Withdrawal of Relief Request No. 5 In the above referenced letter, Arizona Public Service Company (APS) submitted the Second 10-Year Inservice Inspection (ISI) Program for PVNGS Units 1, 2 and 3.

Included with the second interval ISI program were several requests for relief. Relief Request No. 1 requested use of the 1992 Edition, 1992 Addenda. Relief Request No. 5 requested the use of alternative methods to comply with the component support examination and snubber functional testing requirements of ASME Section XI, 1992 Edition, 1992 Addenda. APS hereby withdraws Relief Request No. 5 for the second ISI interval.

Pursuant to 10 CFR 50.55a(a)(3)(i), APS is requesting the use of an alternative to 10 CFR 50.55a(g), "Inservice inspection requirements," and American Society of Mechanical Engineers (ASME) Code, Section XI, and applicable addenda. The proposed alternative is related to the examination requirements for component supports for the second ISI interval.

Specifically, the proposed alternative requests approval to deviate from the component support categorization requirements of IWF-2500 of ASME Section XI, 1992 Edition, 1992 Addenda. NRC approval is requested in conjunction with approval of the second 10-year interval ISI programs referenced above. Enclosed is a detailed discussion with bases justifying the requested alternative.

Alternate In lieu of categorizing component supports and performing VT Testing examinations on a select percentage of each category as specified in ASME, Section XI, Table IWF-2500-1, PVNGS will perform VT-3 examinations on 100% of the component supports on all non-exempt systems and lines.

Bases for The intent of categorizing supports is to provide a methodology for Relief selection of examination. percentages. The, proposed alternate examination of 100% of supports eliminates the value of categorization.

Examination of 100% of supports exceeds the Code required percentages.

Additional None Information Approval In accordance with 10 CFR 50.55a(a)(3)(i) PVNGS is requesting permission to use the proposed alternative.

The requested alternative provides an acceptable level of quality and safety.

Inservice Inspection (ISI) Summary Report Pursuant to 10 CFR 50.55a and IWA-6230 of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, 1989 Edition, Arizona Public Service Company (APS) hereby submits the PVNGS Unit 1 Inservice Inspection Report for the eighth refueling outage, provided in enclosure 1. In addition, enclosure 2 contains the ISI summary report for the first interval reactor vessel exams and reactor head vent system exams performed during U1R8 pursuant to Relief Request Nos. 10 and 11, respectively. Relief Request No. 10 to defer the reactor vessel exams to the first outage of the second 10-year interval has been previously approved by the NRC Staff. Relief Request No. 11 to defer the reactor head vent system exams has been submitted and is pending NRC Staff approval.

No commitments are being made to the NRC by this letter.

Enclosed is a copy of the Federal Emergency Management Agency's (FEMA) exercise evaluation report of the March 9, 1999, emergency preparedness exercise at the Palo Verde Nuclear Generating Station.

The report indicates that FEMA observed no deficiencies during the exercise. FEMA identified 16 Areas Requiring Corrective Action {ARCAS) during the exercise, and,10 ARCAs,from previous exercises remained uncorrected.

The purpose of this letter is to transmit to you the results of. the FEMA evaluation of the emergency exercise. No response to the NRC is required.

Evaluation Report for the March 9, 1999, Off-site Biennial Exercise for the Palo Verde Nuclear Generating Station (PVNGS). The report addresses the evaluation of the plans and preparedness for the public in the Emergency Planning Zone. We identified 16 issues during this exercise, and 10 issues from previous exercises remain uncorrected. We will provide a copy of the report to the State of Arizona and monitor the correction of the identified issues.

The level of preparedness and the adequacy of the oF-site radiological emergency response plans for the State of California and the jurisdictions site-specific to PVNGS, together with the ability to implement these plans, were demonstrated in the referenced drill. Based on the results of this drill, we have determined that there is reasonable assurance that appropriate measures can be taken off-site to protect the health and safety of the public in the event of a radiological emergency at PVNGS. Therefore, the Title 44 CFR, Part 350 approval of the off-site radiological emergency response plans and preparedness for the State of Arizona site-specific to PVNGS will remain in effect.

.Emergency Response Data System (ERDS) Data Point Library Update Pursuant to 10 CFR Part 50 Appendix E, Section VI.3.a, enclosed please find a copy of the ERDS Data Point Library Update. PVNGS recently changed the ERDS database during a radiation monitoring system (RMS) modification. Changes include description changes requested by Operations and setpoint changes for RMS link points. The setpoints are now received by. the Emergency Response Facility Data Acquisition Display System, from RMS automatically. The changed data. are identified on the enclosed update by means of a cloud.

There is no other impact to the operation or structure of the ERDS program. No commitments are being made to the, NRC by this letter. Should you have any questions, please contact Scott A. Bauer at (623) 393-5978.
