OF REGULATORY AUDIT IN SUPPORT OF LICENSE AMENDMENT REQUEST TO ADOPT RISK-INFORMED COMPLETION TIMES IN TECHNICAL SPECIFICATIONS (CAC NOS. MF5372 AND MF5373; EPID L-2014-LLA-0001)

By application dated December 5, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 14353A016), as supplemented by letters dated July 8 and July 22, 2016; February 15, 2017; and February 1, March 15, and June 7, 2018 (ADAMS Accession Nos. ML 16193A659, ML 16208A061, ML 17058A181, ML 18032A614, ML 18074A116, and ML 18158A228, respectively), Florida Power & Light Company (the licensee) submitted a license amendment request (LAR) for St. Lucie Plant, Unit Nos. 1 and 2. The proposed amendments would revise the Technical Specifications (TSs) to implement Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 1, "Provide Risk-Informed Extended Completion Times RITSTF [Risk-Informed TSTF] Initiative 4b." By letter dated November 15, 2016 {ADAMS Accession No. ML 16281A021

), the U.S. Nuclear Regulatory Commission (NRC) staff informed the TSTF of its decision to suspend approval of TSTF-505, Revision 1 because of concerns identified during the review of plant-specific license amendments requesting adoption of the traveler.

The NRC staff is reviewing the licensee's application as a site-specific proposal to address the staff's concerns with TSTF-505, Revision 1. By e-rnail dated May 21, 2018 (ADAMS Accession No. ML 18141A822), the NRC staff issued its plan to conduct an audit in support of its review of the subject LAR. From May 22 through June 7, 2018, staff from the NRC's Office of Nuclear Reactor Regulation conducted the audit via an online reference portal provided by the licensee.

The purpose of the audit was to review the final report developed using Appendix X to Nuclear Energy Institute (NEI) 05-04, NEI 07-12, and NEI 12-13, "Close Out of Facts and Observations" (ADAMS Accession No. ML 17079A427), for additional information related to facts and observations (F&Os) identified in Enclosure 2, Attachment A of the LAR. As part of the audit, the NRC staff reviewed the licensee's document PSL-BFJIR-18-020, Revision 0, "PSL Internal Events & Fire PRA Peer Review Closure," dated September 14, 2017. Based on its review of the document, the NRC staff determined that some information included in the non-docketed document should be included on the docket to support a safety conclusion M. Nazar on the application.

On June 7, 2018, the NRC staff met via teleconference with the licensee's staff to inform them of the need for information contained in the report. Specifically, the NRC staff stated that the licensee should provide a list of F&Os that were reopened as part of the Appendix X closeout process and describe the impact of each of the F&Os on calculating a risk-informed completion time. Further, the NRC staff requested the licensee to provide an implementation item for any F&O that requires a change to the probabilistic risk assessment in order to close the F&O. The licensee stated that it would provide the requested information in a future supplement to the LAR. A list of audit participants is included as an enclosure to this summary.
