RevisetheSGTsystemsurveillance requirements toreflectthechangeinsystemflowratefrom4457cfmto5000cfm.(iv)Deletetheexistingrequirement tomaintainthesecondary containment at~0.25inchofvacuumwatergaugeatalltimes(i.e.,duringnormaloperation withthenonsafety-related secondary containment ventilation system).

Attachment 3providesmarkedupcopiesofthesecondary containment andSGTsystemTechnical Specifications andthesupporting Basespages,indicating theproposedchanges.Attachment 3AcontainsthemarkupsofthecurrentWNP-2Technical Specifications (CTS)andAttachment 3BcontainsthemarkupsoftheImprovedTechnical Specifications (ITS).TheSupplySystemhasproposed(Reference 15)conversion totheITSbasedonNUREG-1434, "Standard Technical Specifications, GeneralElectricPlants,BWR-6,"Revision1,datedApril1995,anditisexpectedthatapprovalforconversion totheITSwillprecedeapprovalofthisamendment request.Theindicated BaseschangesareincludedinthemarkupsoftheTechnical Specifications forinformation only.TheBaseschangeswillbeincorporated intotheTechnical Specifications bytheSupplySystemwhentheTechnical Specification amendment isissuedforimplementation.
Thisproposedchangeresolvesalongstandingissueregarding theestablishment ofsecondary containment vacuumunderadverseenvironmental conditions.
TheissuewasreportedtotheNRCinLERs88-023,88-023-01, and89-040(References 1,2,and4)andalsoasanunreviewed safetyquestion(USQ)(Reference 3).Asevidenced bythelargenumberofdocketedcorrespondence betweentheSupplySystemandtheNRCstaff(seeReferences 1-14),theissuehasreceivedasignificant amountofattention.
Theinformation providedinthisTechnical Specification amendment requestisintendedtojustifytheproposedchangesaswellasdocumenttheresolution ofrelatedissuesidentified inthejustification forcontinued operation (JCO)forSGTsystemattainment ofsecondary containment pressure.
TheNRCstaffreviewedRevision0oftheJCO(Reference 3)andwereprovidedwithacopyofRevision5oftheJCO,whichcontainsthecurrentdesignbasis,attheFebruary6,1995meeting(Reference 13)andduringarecentengineering inspection (IR96-11andReference 14).Attachment 4includesacopyofRevision5oftheJCOandtheassociated closureinformation.
TheJCOclosureinformation hasbeenincludedtoprovideacleardocumented recordoftheissuesaddressed bytheJCOandtheirresolutions.
Theshorttermdrawdownanalysiswasrecentlyre-performed andsomeoftheresultsvaryslightlyfromthosepresented attheFebruary6,1995meetingduetomoreconservative assumptions forheatloading.Also,forconsistency withtheformatandcontentrequirements oftheITS,theproposedchangestotheCTSaredifferent thanwhatwaspresented atthemeeting.Attachment 5containsmodelelementdetailsandbackground information pertaining totheGOTHICcomputercode.GOTHICwasusedinthepost-accident analyseswhichsupporttheproposedchangestotheTechnical Specifications.

Inaddition, thechangesmeettheeligibility criteriaforacategorical exclusion assetforthin10CFR51.22(c)(9).
Therefore, inaccordance with10CFR51.22(b),
anenvironmental assessment ofthechangesisnotrequired.
ThisTechnical Specification amendment requesthasbeenreviewedandapprovedbytheWNP-2PlantOperations Committee andtheSupplySystemCorporate NuclearSafetyReviewBoard.Inaccordance with10CFR50.91,theStateofWashington hasbeenprovidedacopyofthisletter.Itisalsoherebyrequested that30daysbeallowedforimplementation ofthisproposedamendment toaccommodate completion oftherequiredimplementation actions.Shouldyouhaveanyquestions ordesireadditional information regarding thismatter,pleasecallmeorMs.L.C.Fernandez at(509)377-4147.
