1TheStateofNewYorkandtheNuclearRegulatory Commission (NRC)haverecentlysignedanewcontractforacooperative programofenvironmental monitoring ofselectedfacilities inNewYork.Underthenewcontract, theStateDepartment ofEnvironmental Conservation

,andtheNRCwillplanandcarryoutaradiological monitoring programaroundyourNineMilePointsite.Themonitoring programwillincludesuchactivities asperiodically collecting andanalyzing environmental samples,measuring environmental radiation levelsandcomparing resultswiththosefromyourmeasurements.

Thepurposeofthecontractistoestablish acollaborative programbetweenNewYorkandtheNRCtoprovideindependent measurements ofradioactivity intheenviro'nment aroundselectedNRClicensedactivities andtoprovidereasonable assuiance thatalicensee's environmental measurements arevalidandthatradioactive measurements aretraceable totheNationalBureauofStandards.

TheEnvironmental Protection Agency,thoughnotapartytotheagreement, hasparticipated inplanningthemonitoring programandwillhaveaccess.-tothedata'obtained.

.TheStateandtheNRCwillsharedataandinfor-mationobtainedintheprogramattheindividual sites.Tnadditiontodistributing theinformation tootherinterested Federal,'Stateandlocalagencies, theNRCandNewYorkwillcollaborate inmakingtheprogramfindingspubliclyavailable throughappropriate publications.

Wehave'arranged ameetingwithMr.E.LeachofyourstafftobeheldonDecember16,1976,atyourNineMilePointSitetodiscussthemonitoring program.Arepresentative oftheNewYorkStateDepartment ofEnvironmental Conservation willalsobeattending.
