Ingeneral,theinquiries havebeendirectedtowardthreemajorareasrelativetocompliance withtheregulation:

1.Thedetermination ofwhichASMEBoilerandPressureVesselCodeEditionandAddendaareapplicable foranyupdatedfnservice inspection ortestingprogram,2.Therequirement toconformtheTechnical Specifications toarevfsedprogram,and3.Theprocessofobtaining relieffromAQ/ECoderequirements foundtobeimpractical.Consequently, wearetransmitting foryouruse,Enclosure 1:"HRCStaffGuidanceForComplying withCertainProvisions of10CFR50.55a(g),Inservice Inspection Requirements".

Thisenclosure describes themajorprovisions oftherevisedregulation, addresses theareasoflicenseeconcernlistedabove,'and pro-videsguidanceoninformation whichtheHRCstaffwillneedtoreviewinservice

Also,asdiscussed inEnclosure 1,youshouldsubmitadescription ofyourplannedinservice inspection andtestingprograms, aswellasanyrequestforrel'ieffromAStiECoderequirements determined tobeimpractical foryourfacility, asfarfnadvanceaspossibleof,butatleast90daysbefore,thestartofany40-monthfnservice inspection period,or20-monthpumpandvalvetestingperiod.Inaddition, wewouldliketoemphasize animportant pointregarding theAStfECodeSectionXIrequfrementstotestselectedpumpsandvalves,thatarenowincorporated inii50.55a(g):

TheASfiECodeSectionXIrequirements applyonlytoselectedvalvesandpumpsthatcanbetestedwithoutplacingtheplantfnanunsafecondition.

Youshouldexercisecareinplanningyourtestingprogramsto.ensure thatnotestwillbeconducted whiletheplant'fsinanoperating modethatwouldmakeftvulnerable toatesterrororatest,failure.Particular attention shouldbedirectedtowardthevalveexercising (cycling) tests.Inthisregard,somebasicguidelines forexcluding exercising (cycling) testsofcertainvalvesduringplantoperation arecontained fnEnclosure 2.ValveleakagetestsandothervalveandpumptestsrequiredbytheAShiECode,shouldbereviewedforeachcomponent, relativetoeachplantoperatingmode,toensurethatnotestwillhaveanadverseimpactonplantsafety.Ifyouhaveanyfurtherquestions regarding implementation of10CFR50.55a(g) atyourfacility, pleasecontactus.Sincerely,
