AnupgradetotheDonaldC.CookNuclearPlant'sreactorprotectionsysteminstrumentationisnecessaryduetotheincreasedmaintenancerequiredontheexistingFoxboroprotectionsystemandthedifficultyinobtainingqualifiedreplacementparts.TheupgradeinvolvestheinstallationofFoxboro'sSPEC200andSPEC200MICROlinesofinstrumentation.Webelievethatthismodificationwillenhanceoverallplantsafetyduetothereduceddrift,enhancedreliability,andgreaterflexibilityprovidedbymicroprocessor-basedhardware.ThislineofinstrumentationhasbeenapprovedbytheNRCforuseinthereactorprotectionsystematHaddamNeckin1990,anditisusedinnuclearandnon-nuclearapplicationsthroughouttheworld.OnApril21,1992ameetingwasheldamongpersonnelfromAmericanElectricPowerServiceCorporation(AEPSC),Foxboro,andyourstafftodiscusstheplans,schedules,andinterfacestosupportanupgradetothereactorprotectionsystemforCookNuclearPlantUnits1and2.Atthatmeeting,weagreedtosubmitthemajorityoftheengineeringinformationandalicensechangerequesttosupportthisupgradebyNovember30,1992'etailsofthismeetingwerereiteratedinourletterAEP:NRC:1159BdatedMay1,1992.OnDecember1,1992ameetingwasheldamongAEPSC,Foxboro,andtheNRCtodiscusstheformatoftheinformationtobesubmitted,Duringthismeeting,yourstaffadvisedusthatthemajorityoftheengineeringinformationshouldbemadeavailablefortheiraudit,currentlyanticipatedtotakeplaceinJanuary1993atFoxboro'sofficesinFoxboro,Massachusetts.9212180049921216PDRADOCK05000315PPDR C'

Dr,T.E,Murley-2-AEP:NRC:1159CInaddition,wewererequestedtosubmitourrequestforalicenseamendment,aswellasvarioussummaryreports,byDecember15,1992.Assuch,thisletterservestotransmitalicenseamendmentrequestandtherequestedsummaryreports.Itshouldbestatedthat,whilemostofthedocumentationdelineatingandsupportingtheengineeringdesignandapplicationofthenewinstrumentationiscomplete,severalitemsstillremainopen.AsindicatedinourMay1,1992submittal,thefactoryacceptancetestreportisscheduledtobecompletedinApril1993.Inaddition,thefinalelectromagneticinterference/radiofrequencyinterference(EMI/RFI)testreportwillnotbecompleteduntilJanuary1993.Allofthesedocumentswillbemadeavailableforyourstaff'sreviewupontheircompletion.Attachment1tothisletterprovidesourrequestforalicenseamendmentandourproposeddeterminationofnosignificanthazardsconsiderationperformedpursuantto10CFR50.92.Attachment2containstheexistinglicensepagesmarkedtoreflecttheproposedchanges.Attachment3containstheproposedlicensepages.Attachment4providesanexplanationofhowthedetailedengineeringdatathatAEPSCwillprovidethestaffduringtheirauditofthisprojectisorganized.Specifically,Attachment4containstheIssuesTrackingListandtheDocumentationTrackingList,aspresentedattheDecember1,1992meeting.Attachment5providessummariesofthereportsthathavebeenwrittenonthemajortopicsassociatedwiththisinstrumentationupgrade.Theseincludereportsonthesubjectsofhardwareandfirmware,environmentaleffects,seismicqualification,EMI/RFI,powersupply/electrical,independence,failuremodesandeffects,reliability,functionalrequirements,performancerequirements,verificationandvalidation,testing,anddiversity.Thesesummarystatementsarebeingsubmittedinresponsetoyourstaff'srequestduringtheDecember1,1992meeting.ItisourunderstandingthatyourstaffwillbeabletosupportareviewschedulethatwillallowshipmentofequipmentinMay1993.Wewillprovidewhateversupportisneededinordertomeetthisschedule.Webelievethattheproposedinstrumentationupgradeandtheassociatedlicenseamendmentwillnotresultin(1)asignificantchangeinthetypesofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.

Attachment1toAEP:NRC:1159C1.0ReuestforLicenseAmendmentPage1ThissubmittalconstitutesarequestforanamendmenttotheCookNuclearPlantUnits1and2operatinglicenses.Theseamendmentswillallowtheuseoftheproposeddigitalinstrumentationinthereactorprotectionsystem,InamemorandumdatedJuly1,1991toAshokC.Thadani,Director-DivisionofSystemsTechnology,Mr.StevenA.Varga,Director-DivisionofReactorProjects-I/II,states:Afterreviewing50.59,itshistory,andtheNRCendorsedguidance(NSAC125),itisouropinionthatthistypeoftechnologyreplacement[useofdigitalinstrumentationinthereactorprotectionsystem]cannotbeperformedunder50.59.Asnotedinthismemo,weareawareoftheDCCookRPSreplacementprojectandwedonotbelievethismodificationshouldbeperformedunderthe50.59rule.Subsequently,duringtheApril21,1992meeting,AEPSCwasadvisedthatthisinstrumentationchangewouldrequirealicenseamendment.Specifically,weareproposingtoaddthefollowingconditionasitemnumber2.KtotheUnit1licenseanditem2.LtotheUnit2license:Thelicenseeisauthorisedtousedigitalsignalprocessinginstrumentationinthereactorprotectionsystem.2.0ScoeofReactorProtectionSstemInstrumentationUradeTheproposeddesignchangewillinstallthefollowingequipmentinthereactorprotectionsystemsofbothCookNuclearPlantunits.Thisequipmentwillperformthesamefunctionsastheequipmentitreplaces.FoxboroSPEC200typeanaloginputsignalconditioningequipment,whichchangesthevarioustypesandvaluesofinputsignalsfromthesensorsintoacommontypeofanalogoutputsignalthatrepresentstheinputvaluesatthechannellevel.

Attachment1toAEP:NRC:1159CPage34.0NoSinificantHazardsConsiderationWehaveevaluatedtheproposedinstrumentationchangesandhavedeterminedthatthesechangeswillnotinvolveasignificanthazardsconsiderationbasedonthecriteriaestablishedin10CFR50.92(c).OperationoftheCookNuclearPlantinaccordancewiththeproposedchangeswillnot:Involveasinificantincreaseintherobabilitorconseuencesofanaccidentreviouslevaluated.TheFoxboroSPEC200andSPEC200MICROlinesofinstrumentationaredesignedtomitigateanticipatedoperationaloccurrencesanddesignbasisaccidentsbyactuatingthereactortripandengineeredsafeguardssignalscreditedintheCookNuclearPlantsafetyanalyses(seeAttachment5,ReportNo.2985-WGS-03,"SPEC200/SPEC200MICROHardwareandFirmwareSystemDescription").Thisinstrumentationisdesignedtomonitorandprocesssignalsfortemperature,pressure,fluidflow,andfluidlevel(seeAttachment5,ReportNo.2985-HEI-01,"SummaryReportforResponseTimeEvaluations,"andReportNo.2985-SKF-01,"TechnicalSpecificationComplianceAssessment").Whileitisaform,fitandfunctionalreplacementfortheexistingFoxbororeactorprotectionsysteminstrumentation,itsreliabilityandavailabilityisbetterthanthatofthepresentinstrumentation(seeAttachment5,ReportNo.2985-HEI-15,"ReliabilityandMTBFAnalysis").Assuch,inthehighlyunlikelyeventthatthenewinstrumentationexperiencesafailure,theconsequenceswillnotexceedthosecausedbyafailureoftheexistingsystem.Thenewinstrumentation'sfailuremodesandeffectsarediscussedinAttachment5inReportNo.2985-HEI-14,"FailureModesandEffectsAnalysisProtectionSet1FoxboroSPEC200."Sincetheabilityofthereactorprotectionsyst:emtodetectfaultsandinitiateprotectiveactionisnotreducedandsincetheFSARanalysesremainboundingasindicatedabove,theprobabilityorconsequencesofaccidentspreviouslyanalyzedarenotincreased.Createtheossibilitofanewordifferentkindofaccidentfromanreviouslanalzed.TheFoxboroSPEC200andSPEC200MICROinstrumentationisdesignedtomitigateanticipatedoperationaloccurrencesanddesignbasiseventsbyactuatingreactortriporengineeredsafeguardssignalscreditedinthesafetyanalyses.Theinstrumentationisdesignedtomonitorandprocesssignals
