Cortopassi Vice President Omaha Public Power District Fort Calhoun Station 9610 Power Lane, Mail Stop FC-2-4 Omaha, NE 68008 FORT CALHOUN STATION, UNIT NO.1 -REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSE AMENDMENT REQUEST TO RELOCATE OPERATING AND SURVEILLANCE REQUIREMENTS FOR TECHNICAL SPECIFICATIONS 2.17 AND 3.13 CONCERNING MISCELLANEOUS RADIOACTIVE MATERIAL SOURCES (TAC ME8220) Dear Mr. Cortopassi: By letter dated March 9, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 120720151), Omaha Public Power District (the licensee) requested an amendment to Renewed Facility Operating License No. DPR-40 for Fort Calhoun Station, Unit No.1 (FCS). The proposed amendment would relocate Technical Specification (TS) Limiting Condition of Operation (LCO) 2.17, Miscellaneous Radioactive Material Sources, and the associated surveillance requirement (SR) 3.13, Radioactive Material Sources Surveillance, from the FCS TSs. NUREG-1432, Revision 3, "Standard Technical Specifications, Combustion Engineering Plants," does not contain a TS or SR for radioactive source surveillance. The operability and surveillance requirements for leak checking of miscellaneous radioactive material sources will be incorporated into the FCS Updated Safety Analysis Report (USAR) and associated plant procedures. The Nuclear Regulatory Commission staff has reviewed the information provided in your application and determined that additional information is required in order to complete its review. A draft copy of the enclosed request for additional information was provided to Mr. Bill Hansher and others of your staff via e-mail on September 18, 2012. Via e-mail onOctober12.2012.Ms. Donna Lippy of your staff indicated that the response would be provided by October 31, 2012.

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that the following information is needed in order for the staff to complete its evaluation. Section 4.1.3 of the license amendment request lists two references as approved methodologies: NRC Regulatory Guide (RG) 8.21, Revision 1, "Health Physics Surveys for Byproduct Material at NRC-Licensed Processing and Manufacturing Plants," October 1979 (ADAMS Accession No. ML003739571), and NUREG-1556, Volume 11, "Consolidated Guidance about Materials Licenses: Program-Specific Guidance about Licenses of Broad Scope, Final Report," April 1999 (ADAMS Accession No. ML010370193). Please identify the specific guidance in these two documents that are being referenced. In addition, please verify that the guidance in RG 8.21, Revision 1, for leak testing sources will be incorporated into the Final Safety Analysis Report (FSAR). Please verify that the text to be added to the FSAR will be contained in Chapter 16 as part of the Technical Requirements Document. Enclosure
