TELEPHONESURVEY F.1 Introduction ThedevelopmentofevacuationtimeestimatesfortheIndianPointEnergyCenterEPZrequires theidentificationoftravelpatterns,carownershipandhouseholdsizeofthepopulationwithin theEPZ.DemographicinformationcanbeobtainedfromCensusdata.Theuseofthisdatahas several limitations when applied to emergency planning. First, the Census data do not encompass the range of information needed to identify the time required for preliminary activities(mobilization)thatmustbeundertakenpriortoevacuatingthearea.Secondly,Census data do not contain attitudinal responses needed from the population of the EPZ and consequently may not accurately represent the anticipated behavioral characteristics of the evacuatingpopulace.
Theseconcernsareaddressedbyconductingatelephonesurveyofarepresentativesampleof the EPZ population. The survey is designed to elicit information from the public concerning familydemographicsandestimatesofresponsetimestowelldefinedevents.Thedesignofthe surveyincludesalimitednumberofquestionsoftheformWhatwouldyoudoif?andother questionsregardingactivitieswithwhichtherespondentisfamiliar(Howlongdoesittakeyou to?)

EvacuationTimeEstimate Rev.1 F.2 SurveyInstrumentandSamplingPlan AttachmentApresentsthefinalsurveyinstrumentusedinthisstudy.Adraftoftheinstrument was submitted to stakeholders for comment. Comments were received and the survey instrumentwasmodifiedaccordingly,priortoconductingthesurvey.
Followingthecompletionoftheinstrument,asamplingplanwasdeveloped.Asamplesizeof approximately1000completedsurveyformsyieldsresultswithasamplingerrorof+/-3%atthe 95%confidencelevel.ThesamplemustbedrawnfromtheEPZpopulation.Consequently,alist ofzipcodesintheEPZwasdevelopedusingGISsoftware.ThislistisshowninTableF1.Along witheachzipcode,anestimateofthepopulationandnumberofhouseholdsineachareawas determinedbyoverlayingCensusdataandtheEPZboundary,againusingGISsoftware.The proportionalnumberofdesiredcompletedsurveyinterviewsforeachareawasidentified,as showninTableF1.

Unavoidably, some of the zip code areas in the neighborhood of the EPZ boundary extend outsidetheEPZ.Theinclusionofthesezipcodesisimportanttoallowthesurveytoincludethe demographic characteristics of persons within the EPZ. However, some responses may have beencompletedbyhouseholdslocatedoutsidetheEPZ.Toassesstheimplicationsofthisfact, we analyzed the resulting survey data for the Rockland County EPZ with and without the responsesobtainedfromtheborderareawiththezipcode,10901(Suffern;someofthezip codearealiesoutsidetheEPZ).TheaveragehouseholdsizefortheRocklandCountyEPZwas computed in both cases, as shown below. As indicated, the unavoidable inclusion of a few smallareasadjoiningtheEPZdoesnotsignificantlyaffecttheresultsobtained.

F.3 SurveyResults Theresultsofthesurveyfallintotwocategories.First,thehouseholddemographicsofthearea canbeidentified.Demographicinformationincludessuchfactorsashouseholdsize,automobile ownership,andautomobileavailability.Thedistributionsofthetimetoperformcertainpre evacuationactivitiesarethesecondcategoryofsurveyresults.Thesedataareprocessedto developthetripgenerationdistributionsusedintheevacuationmodelingeffort,asdiscussedin Section5.
Areviewofthesurveyinstrumentrevealsthatseveralquestionshaveadontknow(DK)or refused entry for a response. It is accepted practice in conducting surveys of this type to accept the answers of a respondent who offers a DK response for a few questions or who refusestoanswerafewquestions.ToaddresstheissueofoccasionalDK/refusedresponses fromalargesample,thepracticeistoassumethatthedistributionoftheseresponsesisthe same as the underlying distribution of the positive responses. In effect, the DK/refused responsesareignoredandthedistributionsarebaseduponthepositivedatathatisacquired.

The estimated household size (2.99 persons) used to determinethesurveysample(TableF1)wasdrawnfromCensusdata.Theestimationof2.99 people per household is an overestimation because the Census includes colleges, medical facilitiesandjails,whicharenothomes.WhenCensusblockswithhouseholdsizesofover10 peopleareignored(28blockstotal),theadjustedaveragehouseholdsizebecomes2.93,which isincloseragreementwiththetelephonesurveyresults.Thegoodagreementbetweenthe surveyresultsandCensusdataisanindicationofthereliabilityofthetelephonesurvey.

Howmanyofthevehicleswouldyourhouseholduseduringanevacuation?Theresponseis showninFigureF8.Onaverage,evacuatinghouseholdswoulduse1.23vehicles.Theaverage numberofevacuatingvehiclesusedperhouseholdisbrokendownbycountyinTableF3.The sample size for Rockland and Westchester Counties produces statistically significant results; however, the sample size for Orange and Putnam Counties does not. As a result, the EPZ averageof1.23evacuatingvehiclesperhouseholdwasusedforallfourcounties.
Wouldyouawaitthereturnoffamilymemberspriortoevacuatingthearea?Ofthesurvey participants who responded, 47 percent said they would await the return of other family membersbeforeevacuatingand53percentindicatedthattheywouldnotawaitthereturnof otherfamilymembers.
