EvacuationTimeEstimate Rev.1 J. REPRESENTATIVEINPUTSTOANDOUTPUTSFROMTHEDYNEVIISYSTEM ThisappendixpresentsdatainputtoandoutputfromtheDYNEVIISystem.TableJ1provides thevolumeandqueuesforthetenhighestvolumesignalizedintersectionsinthestudyarea.A residual queue, existing at the start of the RED signal indication, indicates that the demand couldnotbeentirelyservedbytheGREENphase.Noresidualqueueindicatesthatthetraffic movement is undersaturated (i.e., not congested) throughout the duration of evacuation.
RefertoTableK2andthefiguresinAppendixKforamapshowingthegeographiclocationof eachintersection.
Table J1 provides source (vehicle loading) and destination information for several roadway segments(links)intheanalysisnetwork.RefertoTableK1andthefiguresinAppendixKfora mapshowingthegeographiclocationofeachlink.
TableJ3providesnetwork-widestatistics(averagetraveltime,averagespeedandnumberof vehicles)foranevacuationoftheentireEPZ(RegionR03)foreachscenario.Asexpected,the rainscenarioshavesloweraveragespeedsandlongeraveragetraveltimesthantheequivalent goodweatherscenarios.
TableJ4providesstatistics(averagespeedandtraveltime)forthemajorevacuationroutes-US61,SR10,andSR1-foranevacuationoftheentireEPZ(RegionR03)underScenario1 conditions.AsdiscussedinSection7.3andshowninFigures73through79,SR10iscongested for most of the evacuation. As such, the average speeds are comparably slower (and travel timeslonger)thanotherevacuationroutes.
Table J5 provides the number of vehicles discharged and the cumulative percent of total vehiclesdischargedforeachlinkexitingtheanalysisnetwork, foranevacuationoftheentire EPZ(RegionR03)underScenario1conditions.RefertoTableK1andthefiguresinAppendixK foramapshowingthegeographiclocationofeachlink.
FigureJ1throughFigureJ12plotthetripgenerationtimeversustheETEforeachofthe12 Scenariosconsidered.ThedistancebetweenthetripgenerationandETEcurvesisthetravel time.PlotsoftripgenerationversusETEareindicativeoftheleveloftrafficcongestionduring evacuation. For low population density sites, the curves are close together, indicating short traveltimesandminimaltrafficcongestion.Forhigherpopulationdensitysites, thecurvesare fartherapartindicatinglongertraveltimesandthepresenceoftrafficcongestion.Asseenin Figure J1 through Figure J12, the curves are spatially separated as a result of the traffic congestionintheEPZ,whichwasdiscussedindetailinSection7.3.

EvacuationTimeEstimate Rev.1 K. EVACUATIONROADWAYNETWORK AsdiscussedinSection1.3,alinknodeanalysisnetworkwasconstructedtomodeltheroadway network within the study area. Figure K1 provides an overview of the linknode analysis network. The figure has been divided up into 35 more detailed figures (Figure K2 through FigureK36)whichshoweachofthelinksandnodesinthenetwork.
The analysis network was calibrated using the observations made during the field survey conductedinMarch2012.TableK1liststhecharacteristicsofeachroadwaysectionmodeled intheETEanalysis.Eachlinkisidentifiedbyitsroadnameandtheupstreamanddownstream nodenumbers.Thegeographiclocationofeachlinkcanbeobservedbyreferencingthegrid mapnumberprovidedinTableK1.TheroadwaytypeidentifiedinTableK1isgenerallybased onthefollowingcriteria:
Freeway: limited access highway, 2 or more lanes in each direction, high free flow speeds Freewayramp:rampontooroffofalimitedaccesshighway Minorarterial:2ormorelanesineachdirection Collector:singlelaneineachdirection Localroadways:singlelaneineachdirection, localroadswithlowfreeflowspeeds Theterm,No.ofLanesinTableK1identifiesthenumberoflanesthatextendthroughoutthe length of the link. Many links have additional lanes on the immediate approach to an intersection(turnpockets);thesehavebeenrecordedandenteredintotheinputstreamforthe DYNEVIISystem.
AsdiscussedinSection1.3,lanewidthandshoulderwidthwerenotphysicallymeasuredduring theroadsurvey.Rather,estimatesofthesemeasureswerebasedonvisualobservationsand recordedimages.
TableK2identifieseachnodeinthenetworkthatiscontrolledandthetypeofcontrol(stop sign, yield sign, pretimed signal, actuated signal, traffic control point) at that node.
UncontrollednodesarenotincludedinTableK2.Thelocationofeachnodecanbeobservedby referencingthegridmapnumberprovided.

EvacuationTimeEstimate Rev.1 M. EVACUATIONSENSITIVITYSTUDIES This appendix presents the results of a series of sensitivity analyses. These analyses are designedtoidentifythesensitivityoftheETEtochangesinsomebaseevacuationconditions.
M.1 EffectofChangesinTripGenerationTimes A sensitivity study was performed to determine whether changes in the estimated trip generation time have an effect on the ETE for the entire EPZ. Specifically, if the tail of the mobilization distribution were truncated (i.e., if those who responded most slowly to the AdvisorytoEvacuate, couldbepersuadedtorespondmuchmorerapidly),howwouldtheETE beaffected?ThecaseconsideredwasScenario7,Region3(winter,midweek,midday,raining) evacuationoftheentireEPZ.TableM1presentstheresultsofthisstudy.

Changes in population were applied to permanent residents only (as per federal guidance),inboththeEPZareaandintheShadowRegion.
