i LICENSE CONDITIONS l

1.0 ORGANIZATION 1.1 Responsibilities The current technical and staff organizational structures are illustrated respectively in figures I and II. Licensed activities are conducted with I

byproduct materials at the King Avenue and West Jefferson facilities.

the purview of the General Managers of the Health. Commercial and Industrial Technology, and Environmental Systems and Technology Divisions. Licensed activities at the West Jefferson facilities are conducted within the purview of the General Managers of the Health.

These areas of responsibility are depicted with diagonal lines in Figure I.

The responsibilities for the implementation of BC0 policy for the safe l

conduct of radiological operations is shared by several elements of the l

BC0 organization. The primary responsibilities for radiological, as well as all safety matters, rests with research management. The BC0 Radiological Safety Committee (RSC) shares with the Radiation Safety Services Office a part of the responsibility for the control of potential radiological hazards. The Radiation Safety Services Office reports to the J

Hanager of the Environment. Safety and Health Department, who reports to the Director of Facility and Support Operations. The Director of Facility i

and Support Operations reports to the Office of the CEO. The primary RSC functions are to review experiments planned by the research staff and to perform a periodic evaluation of the adequacy of radiological safety practices within BC0 facilities. The Radiological Safety Committee Charter is contained in Appendix A. The RSC has the responsibility and authority to interdict the operations of a facility or an experiment 1

believed to constitute an unacceptable radiological safety risk.

Biosketches for the Battelle Columbus Operations staff having

responsibilities for radiological safety are listed in Appendix B. Each biosketch is listed numerically. The following organizational components have responsibilities pertinent to the conduct of radiological programs.

1.1.1 Radiation Safety Officer l

The RSO is the health physicist appointed by the CEO to represent and report

directly to him in matters of radiological safety. The RSO has the responsibility and authority for initial review of proposed operations to determine the necessity of review by the RSC. The RSO is authorized to approve i

operations which do not require RSC review and interdict operations which are i

unsafe or do not comply with Federal, State, or BC0 regulations and l

requirements. The RSu cirects the activities of Radiation Safety Services to ensure that all radiological operations at Battelle Columbus are conducted i

safely and that personnel exposures are maintained As Low As _ Reasonably j

Achievable (ALARA).

1.1.2 Radiation Safety Services i

The Radiation Safety Services office within the Environment. Safety and Health Department ensures safe radiological operations throughout BCO by providing consuloing services, review of practices, surveillance, and education in radiological safety matters as directed by the RSO. It is staffed by Radiation Protection Specialists. The Radiation Safety Services group has the authority i

and responsibility to interdict operations which are unsafe or do not comply with Federal., State, or BC0 regulations and requirements.

i 1.1.3 Research Division Manaaement Each Research Division's management reviews and approves proposed radiological projects for submission to the RSO through the Radioactive Materials Application (RMA) process. They provide the managerial oversight and review l

necessary to ensure consistent application within their Divisions of the radiological controls required by the BC0 Radiation Protection Plan and other i

radiological controls implemented by the RSO.

1.3 Administration and Technical Procedures 1.3.1 RSC Review and Acoroval The primary function of the RSC is the review and radiological safety evaluation of experiments planned by the operating staff. The RSC is concerned both with the magnitude of the radiological risk i

and with the degree to which practical measures have been imposed to maintain radiation exposures ALARA. The RSC consists of 6 to 8 members to ensure a quorum of the necessary disciplines needed for adequate case review. As described by the RSC Charter (Appendix A) specific responsibilities of the RSC include assuring the CEO that i

the potential for radiological incidents has been reduced to acceptable levels when operations are conducted as approved.

Appointments to the RSC are made by the CEO. Refer to Appendix B for the biosketches of committee members.
