Request n>r Amendment to License SNM-7, Docket No. 70-8 I am writing to request an amendment to Battelle Memorial Institute's (BMI) SNM-7 license. The purpose of this amendment request is to receive formal acceptance of the reduction in Battelle's possession limits and clarify the possession limits proposed in the letter dated August 7,1991 from Mr. liarley Toy of BMI to Mr. Charles I-laughney, U.S. NRC. The limits and conditions requested are shown in the attachment, and are arranged to be easily compared with the current license. Since these reduced possession limits are below criticality possession limits, this amendment would also eliminate the need to continue with the requirements of 10 CFR 70.24 at Battelle's facilities. Our Radiation Safety Committee has completed its formal in-house review of the need for continued -

criticality monitoring, based on our current inventory. That review confirms there are no further criticality etmeerns.

Enclosed is a check made payable to the U.S. Nuclear Regulatory Commission in the amount of

$540.00 which is believed to be the correct amount for a license amendment of a combined special nuclear material license and broad scope license. CONDITIONS E

9. Authorized Uses:
b. The Llattelle Memorial Institute did not exercise its option to construct or operate a Volume Reduction Demonstration Facility. Please remove this facility from the license,
d. The principal use for items A and B are as residual contamination in the llot Cells of the

' West Jefferson Facility Ilullding JN-1.

c. The principal uws for item II include use as residual contamination at IlMI's King Avenue and West Jefferson facilities, and as sealed source shielding.
f. Items E and F were placed on the license from DOE inventory to he used for calibration.

Since the possession limits for SNM for this license have been reduced to less than one

" formula quantity" as expressed in Condition 17 and " critical mass" as defined in 10 CFR Part 150.11, please remove this condition.

" formula quantity" as expressed in Condition 17 and " critical mass" as defined in 10 CFR Part 150.11, please modify this condition by adding "...for possession and use at the licensee's King Avenue Laboratories and West Jefferson facilities."

26.

The Battelle Memorial Institute did not exercise its option to construct or operate a Volume Reduction Demonstration Facility. Please remove this condition from the license.

All other terms and conditions will remain as stated.
