REQUEST FOR RENEWAL OF MATERIAL LICENSE N0. SNM-7 (DOCKET 70-8)

In accordance with 10 CFR 70.33, Battelle Columbus Division hereby font. ally requests the renewal of Materials License No. :SNM-7 for a five year period ending, April 30, 1993.

We are requesting renewal of SNM-7 to reflect a substantial reduction in scope of special nuclear materials (SNM) and byproduct materials activities in light of scheduled decontamination and decommissioning of our nuclear facilities proposed to be initiated in early 1990. Our license renewal is g

based upon a request for SNM activities at no more than 350 grams of U-235 and byproduct materials activities at 2500 curies as stipulated in the enclosed revised pages to BCL 1081..As indicated in the enviosed revised pages to 1081, we have also provided for possession or.ly quantities in our byproduct and source materials authorized levels to properly address existing contamination levels in our nuclear facilities at both our King Avenue and West Jefferson facilities. At our king Avenue site only byproduct materials research ectivities associated with our Biological and Chemical Sciences Laboratories and our Radiography Laboratory will continue as currently licensed.

Unirradiatec' SNM and source materials research and development activities at the King Aven.;e site have been terminated and those facilities are presently under a surveillance and maintenance (S&M) program.

However, a possession only request for source material at these King Avenue facilities is reflected on revised page viii.

This action to renew SNM-7 to authorize SNM and l'yproduct materials reflects planned activities at our Hot Cell Laboratory and our King Avenue facilities.

March 14, 1988 the Hot Cell Laboratory for future programs. Accordingly, a maximum possession limit of 350 g. U-235 plus associated generated plutonium is requested for the renewal license. This requested SNM quantity will also accommodate possession only as residual SNH at the Hot Cell Laboratory.

Relative to byproduct materials activities under the requested renewal a possession limit of 2000 Ci of activation and fission products and possession only residual contamination is requested for the Hot Cell Laboratory.

For the King Avenue site, we are requesting a total of 500 Ci of byproduct e

material to accommodate activities at our Biological and Chemical Laboratories and our Radiography Laboratory.

Enclosed is Annex A which provides a List of Affected Pages to BCL 1081.

Revised pages to BCL 1081 are attached. 3pecific text changes are noted on the revised pages by vertical bars in the right margins.

This includes the addition or deletion to the text. niscellaneous nomenclature changes, most of which are indicated in the submitted organizational charts, are made in the text without being marked with tLe vertical bars.

Examples of these are:

"Battelle Columbus Laboratories" changed to Battelle Columbus Division (BCD);

"Laboratory Director" changed to Division President and "Associate Director" and "Technical Center Director" changed to "Vice President" and "Senior Vice President".

As noted earlier, we anticipate that D&D operations will be initiated during the term of our renewed license.

It is our intention to delete from our license a building or a facility that has undergone D&D and has been certified for release during the term of the license.

As our D&D plans become firm, we shall advise you.

Relative to the requirements of 10 CFR Part 51.41, we have attached Annex B.

As you are aware, we are currently consulting with your staff relative to the submission of environmental information as stipulated in 51.40.

A review of the appropriate fees for renewal as stipulated in 10 CFR Part 170 would appear to indicate that our requested renewal action would fall under category 170.31K.

However, we are also aware that category 170.31i may be applicable since we are terminating a fee category in 170.31 1.A through 1.H.

In order to formally proceed with our renewal application, we are enclosing our check for $150. We shall await your determination of the proper fee category and forward any balance due at that time.
