ISSUANCE OF SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT SCOPING PROCESS

SUMMARY

REPORT RELATED TO THE DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION (EPID NUMBER: L-2023-LNE-0004)

Dear Adam Peck:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the environmental scoping process and solicited public comments pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Section 51.29, Scoping-environmental impact statement and supplement to environmental impact statement, from January 24, 2024, to February 23, 2024. This process helped determine the scope of the NRC staffs environmental review of the Pacific Gas and Electric Company (PG&E) application for renewal of Facility Operating License Nos. DPR-80 and DPR-82 for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon),

respectively. The scoping process is the first step in the NRC staffs development of a supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear PlantsFinal Report, specific to the Diablo Canyon license renewal application. At the conclusion of the scoping process, the NRC staff prepared the enclosed supplemental environmental impact statement scoping process summary report, which is a concise summary of the determinations and conclusions reached through the scoping process, including the significant issues identified, that also discusses the comments received during the scoping period. In accordance with 10 CFR 51.29(b), the NRC staff will send an electronic copy of the report to each participant in the scoping process who provided contact information.
