U.S. Department of Homeland Security Washington, DC 20472

October 11, 2024

Kathryn Brock, Director Division of Preparedness and Response Office of Nuclear Security and Incident Response U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Ms. Brock:

This letter is to inform you that the Federal Emergency Management Agency (FEMA) has completed its Preliminary Capabilities Assessment (PCA) of the state of North Carolina risk and host counties offsite response organizations ability to respond to an emergency at the Brunswick Nuclear Plant (BNP) in the aftermath of Potential Tropical Storm Eight, which created a flooding event on the Carolina Coast.

On September 18, 2024, based on the PCA performed and our review of available information gathered in discussions with the OROs, FEMA has concluded the offsite radiological emergency preparedness (EP) remains adequate to provide Reasonable Assurance and appropriate measures can be taken to protect the health and safety of the public in a radiological emergency at the BNP.

Therefore, FEMA did not initiate actions to conduct a Disaster Initiated Review (DIR) of offsite EP issues within the BNP 10-mile emergency planning zone.

Please contact me at (202) 304-5399, if you have any questions or require any further assistance on this matter.

Sincerely,

Bruce C. Foreman Director, Technological Hazards Division
