SALEM AND HOPE CREEK GENERATING STATIONS BIOLOGICAL OPINION GAR-2020- 02842 2023 ANNUAL REPORT - INSPECTION OF THE CWIS TRASH RACK BARS

The U.S. Nuclear Regulatory Commission (USNRC) and the National Marine Fisheries Service (NMFS) concluded formal consultation under Section 7 of the Endangered Species Act of 1973, as amended, on April 17, 2023, with NRCs issuance of a Biological Opinion for Continued Operations of Salem and Hope Creek Nuclear Generating Stations and Incidental Take Statement (ITS) to PSEG. In accordance with Term and Condition (T&C) #3 of the ITS, PSEG must perform an annual inspection of the Circulating Water Intake Structure (CWIS) trash rack bars and submit a copy of the annual trash rack bar inspection report and repair/maintenance plan to correct deterioration or damage. PSEG Salem Sonar Inspection of Trash Rack - Circulating Water Intake, River Side, Salem, NJ summarizes the hydroacoustic trash rack bar and intake inspection for 2023. The report provides images and observations from the data collected where potential maintenance to the rack could be necessary on Unit 1 intake bays (11B,12A, 12B, 13A), and Unit 2 intake bay (21B). Divers will perform a follow-up inspection to confirm the deterioration and extent of repairs needed, followed by restoration of the racks to design conditions. Based on the hydroacoustic report, only minor repairs are necessary, and no immediate concerns were identified that prevent trash rack raking operations.

Based on the location of the suspected deterioration, repairs/maintenance cannot be conducted while the station is online due to safety requirements for the divers performing

the work. Repairs are currently scheduled to occur during the next scheduled refueling outages, and completed by May 31, 2025, for Unit 1 and December 30, 2024, for Unit 2.

If a prolonged unplanned maintenance outage were to occur the work could potentially occur sooner; however, this would be highly dependent on the length of outage. In accordance with standard nuclear work practices, all trash rack maintenance and repairs are being tracked and scheduled through the nuclear corrective action program.

Dear Mr. Seely:

S. T. Hudson Engineers, Inc. (Hudson) conducted the trash bar and intake surveys to document silt levels and general conditions in front of the PSEG Circulating Water Intake (CWI) structure on November 16 and 20, 2023.

Real time observations were reported to you during the surveys with preliminary post processed images provided on November 21, 2023.

All work was conducted from our survey boat at the face of intake providing real time information without any impact on plant operations.

The scope of work for this task was to determine silt level with ge neral conditions at t he face of CWI.

This letter r eport is pr ovided with r eference images showing current silt levels and general conditions in the requested time frame to meet planning and agency requirements.

Introduction A combination of sonar methods (different frequency and head types) was used t o meet t he goals of the intake inspections. Two days were used for this combined survey.

Silt level surveys were conducted on November 16, 2023, with a second day of inspection conducted on November 20, 2023.

The survey provided real time monitoring a nd was conducted while the circulating water pu mps were in-service without the need for lock out-tag out procedures.

All personnel involved in the work performed their duties from a boat without the need for divers.

Summary of Field Survey and Equipment

Silt levels were collected using the Kongsberg MS 1000 scanning sonar head. It was secured by boat along the face of the intake at each bay and completed in a single day.

High resolution trash bar inspections were conducted using the Soundmetrics ARIS 3000, FLS sonar head with an AR3 pan-t ilt-r oll bracket and observed the entire intake during the second day of survey. It was used to record specific anomalies or general condition of the trash bars. It also recorded fish activities and general flow characteristics at each intake bay.

A computer recorded and provided real-time images for the inspection crew, which observed the trash bars in detail. The survey crew consisted of a certified hydrographer, trained technician, and commercial divers familiar with intake structures to facilitate interpretation of the data.

Each bay was scanned and recorded separately with the ice barriers removed during this survey.

Figures with representative images have been labeled and provided for general information and to show silt levels at the face of the CWI.

Additional images highlighting anomalies area are provided. All raw data have been saved on file and can be provided for further review if required.

Summary of Fi ndings

1. Silt levels: along the f ace of CWI are provided in Figure 1. Cross sections with depths are pr ovided on sep arate sheets for each Unit.
2. Trash Bar co nditions: No impinged fish or marine life were observed during this survey. At each bay, the lower rack sets were noticeably impinged and clogged, obstructing any observations of the actual bars. Each trash bar was clearly observed on the recently replaced trash racks with sonar.

It is unclear if single bars in the noted areas are bent or missing. Diver repairs should be logged and provided to update these tables.

Broken and bent trash bars were observed and reported at 21B, elevation 70. An estimated 5 bars were missing above 70 for several feet, with 3-4 bars bent and displaced down to river bottom.

In general, and as shown on the attached figures, the bottom original trash bars, vs recently replaced trash bar sets have noticeably different debris build up, with the older bottom sets clearly clogged with limited flow through them.
