Independent Spent Fuel Storage Installation Radioactive Effluent Release Report In accordance with the requirements of Title 10 of the Code of Federal Regulations Part 72, Section 44, License conditions, paragraph (d)(3), 10 CFR 72.44(d)(3), and FuelSolutionsTM Storage System Certificate of Compliance, Appendix A, Technical Specification, Section 5.3.4.3, Holtec Decommissioning International, LLC (HDI) on behalf of Holtec Palisades, LLC (Holtec Palisades) is submitting the radioactive effluent release report for the Independent Spent Fuel Storage Installation (ISFSI) located at the Big Rock Point (BRP) facility. The purpose of the report is to specify the quantity of each of the principal radionuclides released to the environment in liquid and gaseous effluents. This report addresses the operation of the ISFSI located at BRP from January 1, 2022, through December 31, 2022.

The spent fuel storage cask system employed at BRP does not create any radioactive material or have any radioactive waste treatment components. There is no gaseous or liquid pathway attributed to the spent fuel stored in the ISFSI facility. Radiological surveys and current postings were reviewed and demonstrated that no radionuclides were released to the environment in liquid or gaseous effluents during this reporting period. There is no impact to members of the public from the operation of the BRP ISFSI.

This fulfills the reporting requirements of 10 CFR 72.44(d)(3) and the FuelSolutionsTM Technical Specifications, Section 5.3.4.3.

This letter contains no new and no revised regulatory commitments.

HDI PNP 2023-003 Enclosure Page 1 of 1 ENCLOSURE INDEPENDENT SPENT FUEL STORAGE INSTALLATION ANNUAL RADIOACTIVE EFFLUENT RELEASE REPORT Big Rock Point January 1, 2022 - December 31, 2022 I. FACILITY DESCRIPTION The Independent Spent Fuel Storage Installation (ISFSI) is located within the owner-controlled area of the Big Rock Point (BRP) site. The storage of spent fuel at BRP meets the requirements of Title 10 of the Code of Federal Regulation Part 72, Licensing Requirements for the Independent Storage of Spent Nuclear Fuel, High-Level Radioactive Waste, and Reactor-Related Greater Than Class C Waste (10 CFR 72), and the Certificate of Compliance Docket Number 72-1026, issued by the Nuclear Regulatory Commission (NRC).

II. EFFLUENT LIMITS AND CONTROLS The ISFSI operates under effluent control limits as required by 10 CFR 72.104, Criteria for radioactive materials in effluents and direct radiation from an ISFSI or MRS. However, the design of the sealed storage canisters at the ISFSI precludes any gaseous or liquid effluent releases.

III. RADIOLOGICAL EFFLUENT RELEASES As noted in Section II, by design, there are no radioactive liquid or gaseous effluents originating from the ISFSI facility. The annual radiological surveillance performed during this reporting period did not indicate any release of radioactivity from the ISFSI.
