The purpose of this letter is to notify the NRC that following the award of contract on April 1, 2021 (Reference c), the License Termination Schedule has been revised as shown in Enclosures 1 and 2.

SAVANNAH Revised License Termination Schedule September 14, 2021 5.0 SCHEDULE OF ACTUAL AND PLANNED DECOMMISSIONING ACTIVITIES This section is revised and replaced in its entirety. Through numerous reports and correspondences since 2008, the progression ofNSS decommissioning activities has been documented. The intent of this revisiqn is to summarize the work accomplished, and to frame the remaining planned work activities. The Appendix B Decommissioning Project Schedule is also revised and replaced in its entirety. Although PSDAR Rev Owas withdrawn in January 2007, this new version of the schedule reverts to the format contained in Rev 0, which displayed the schedule based on the three major project phases.

The work activities associated with the three actual project phases correspond to the following sections of PSDAR Rev 1: a) Phase I encompassed the SAFSTOR Preparations of Section 3.1 and DECON Preparations of Section 3.3.1; b) Phase II encompasses the Performance ofDECON Activities described in Section 3 .3 .1; and c) Phase ID encompasses the License Termination work described in Section 3 .3 .3.

From 2008 through 2018, NSS was maintained in staffed protective storage in Baltimore, MD.

In May 2017, MARAD received appropriations to support Phase I decommissioning activities. Phase I commenced formally on October 1, 2017, effective with the start of FY 2018. This phase was expected to complete at the end of CY 2019. In fact, it did not formally end until March 31, 2021. The major delay factors included the following: a) MARAD's Supplemental Environmental Assessment was completed six (6) months late; b) the Phase I drydocking start was pushed out six (6) months based on the late EA and other factors; c) the drydocking availability was extended from two (2) to six (6) months and the shipyard did not complete all of the Phase I shipwork planned; and d) the COVID-19 Pandemic Emergency. MARAD suspended DECON activities from March 31 through late June 2020, and thereafter constrained DECON activities by limiting the total number of onboard personnel. Phase I production work was completed upon acceptance of the Decommissioning HVAC system in March 2021.

  • The Phase I schedule of actual major activities and milestones is shown in Table 5-1 and in Appendix B.

In March 2018, MARAD received appropriations to support the balance of its decommissioning and license termination activities (project phases II and ID). Phase II commenced formally with the award of the decommissioning services contract on March 27. The schedule of planned Phase II and ID major activities and milestones is shown in Appendix B.
