Dear Mr. Bryant:

This is in. response to your November 10, 1978 letter concerning Public Service Company of Oklahoma's application for licenses to construct and operate its proposed Black Fox Station. Your letter was referred to this office for reply.

Public Service Company of Oklahoma has entered into a contract with the City of Tulsa to supply water for the proposed plant. It is anticipated that the water for normal operation of the plant would be drawn primarily from storage in the upstream Oologah Reservoir that is allocated to, but not presently used by the City of Tulsa.

This reservoir was constructed and is operated by the U.S. Army Corps of Engineers, Tulsa District. During our review of the application, we determined that the storage allocated to the City l of Tulsa would be sufficient for droughts as severe as the drought of record, which occurred in the mid 1950's. The probability of -

that drought is estimated to be about once-in-50 years and is considered to be a reasonably severe drought. Since the water supply contract is with the City of Tulsa, there is the potential for water to be supplemented if necessary.by the city from other available sources. However, to be conservative we did not consider these other sources in our evaluation of water supply adequacy.

Based on our review, we conclude that an adequate water supply for normal operation of the proposed plant was available.

We recognize, however, that under very severe. circumstances it is possible that sufficient water would not be available to operate the plant. We therefore, have a further requirement that the .

proposed plant have a high quality, on-site water supply of sufficient quantity to safely shutdown the plant and maintain it in a safe shut-down condition. The severe environmental events that are considered j in this evaluation include droughts, floods, tornadoes and earthquakes.

Our. review of this aspect of the application concluded that Public l Service Company's proposed design met our requirements for safety-related water supply.
