MEMCRANDUM FOR: R.K. Christopher, Director Office of Investigations FROM: A.N. Fasano, Chief Three Mile Island-2 Project Section J.S. Wiebe, Senior Resident Inspector (TMI-2)

Three Mile Island-2 Project Section SU5 JECT: ADDITIONAL INF0PJ%T10N PROVIDED BY MR. L. KING, SITE OPERATIONS DIRECTOR, 3/9/83 Mr. King stated that GPU was being kept afloat through Rechtol. He said that .

loans were made available to GPU based on Hochtcl's backing. He further stated that five entrances are being made into containment to .make it look like a lot of work was being done. He felt, in most cases, that the work being done on entrances could be done on one, well scheduled entrance. He said that Bechtel makes money as long as the cleanup lasts and the more Bechtel staff used, the more money Bechtel makes. He based his comments on his knowledge of the cleanup cfforts, actions attempted to cut his staff and increase Bechtel's staff, and the difference in cost for similar work by Bechtel vs. CPU. The '

senior management individual making the decisions on the. obove items is the Director of TMI-2, who is a Bechtel employce. In King's opinion, there is no independent check on costs and GPU cmployces (such as King) who are concerned ebout costs, are not listened to.

We are forwarding this information to you, based on your advice during our i phone conversatien on 3/10/83. We agree that upper NRC managea nt should he informed for final decision on action required regarding the above.
