SUBJECT:

TRIP REPORT FOR JANUARY 11, 12, 1983

Purpose:

(1) Meet with GPU en the Polar Crane Lead Test Procedure.

(2) To familiarize the Idaho Nuclear Engineering Laboratory -

contractor with NRC's objective before the scheduled entry.

(3) Get an overall picture of the progress to date on polar crane activities, i

Conclusions:

1. At the Polar Crane Load Test Procedure Meeting substantial revisions -

were made to the document as a casult of Bechtel No., HRC, and GPU ___;

coments. Fomal cocinents were submitted by Bechtel No and are enclosed as Attachment 1, 2 NRC coments were coordinated by TMIPO site and presented informally prior to the meeting. Items that were l discussed that could delay the presently scheduled load test date (1st week in March) are as follows:

a) No applicable operating procedure presently exists for the

  • reactor building polar crane. GPU wi not to revise the present proceduresedu,11 for decide whether or refuelings (2501-3.11 and 2502-1.1, Rev. 3), or write a special operating procedure for the test. Procedures tend to take a few weeks at a minimum to go through the GPU review cycle before being submitted to the NRC. This activity was not previousTy scheduled per the Polar Crane Recovery Intemediate Schedule, ~

and could delay the test. .

. b) The NRC was advised that the Polar Crane Functional Description submitted to the NRC on October 12, 1982 will be revised. Some .

of the affected~ areas are bridge drive motors (4 to be operable instead of 2), bridge brakes (electric brakes will be available),

the test load weight (to be increased), and the requested certi-fied weight (to be increased). These changes, most of which will probably be in the conservative direction, were not pre-N viously brought to the attention of the NRC. We have been J

e) NRC has requested verbally, but may want to request formally, a c

2. The training for Mr. Stickley was progressing well. As the schedule weeks of 1/9 - 1/21/83 'is enclosed as Attachment 3 reflects, the entry is tentatively scheduled for Wednesday, January 19, 1983.

There is a chance that it may be delayed to Thursday, a.m.,

but even with this delay the NRC staff would have time for a debriefing before Mr. Stickley's departure on Fritay, January 21, 1983 A meeting was held on Wednesday, January 12, 1983, between Stickley.

~

(INEL), Graber (U.S. Crane), Radbill (Sechtel) and Poindexter (NRC),

to inform .Mr. Stickley of the general status of the crane refurbish-ment. After his questions were answered, he seemed pleased with the technical progress on the crane.

4 k indicates formal NRC response is required.
