Dear Mr. Stuzin:
This letter is to acknowledge the productive meeting on December 29 between you and your staff and Mr. Murley and NRC staff on the subject of Economic Regulation and Nuclear Safety. This meeting was to discuss further the proposal Comissioner Gail Schwartz discussed with NRC Chairman Lando Zech on December 9.
We believe that the use of economic incentives to improve safety performance is a concept that deserves careful consideration. With regard to the proposal to tie financial awards and penalties to the NRC SALP results, I suggest we carefully consider all of the ramifications of this proposal in order that it not adversely ' impact the SALP process, which is very important to the NRC. In this regard, I will be meeting with the senior NRC managers and all Regional Administrators in the future, and I would be pleased to send you our NRC staff views on the proposal after we have studied carefully all of its potential ramifications.
