Dear Mr. Stello:

Your staff has been reviewing our progress with the development and implementation of our Action Plan for Performance Improvement.

We recognize that the scope of work we have undertaken is large and that our schedule for completing it is aggressive.

We have reviewed the schedule of information submittals with your staff and have agreed that it is possible for them to meet the project schedule.

In addition, we have prepared and submitted our Restart Report which is, in effect, our version of your staff's Safety Evaluation Report (SER).

Our intent with that report was to assist your staff by providing the background information needed for the SER.

It is our understanding that the staff believes this to be a valuable input.

Nonetheless, I remain concerned with the pending massive reorganization of the staff and its impact upon the intense NRC review schedule for restart of Rancho Seco.

Having been i

associated with several significant reorganization efforts, I know that current day tasks suffer as individuals begin to i

contemplate new roles and responsibilities.

This letter is to urge you to attempt to keep as many key NRC reviewers assigned to the Rancho Seco review as possible for the period needed to complete their individual tasks.

This will assure that the education and updating of new reviewers will be kept at a minimum and assure that the regulatory review process will not impact an orderly restart.
