TEllpl10NE INTERVIEW OF JACKIE BREWSTER

1. REASON FOR INTERVIEW During a conversation with Robert Warren, attorney for Susan Byers Lott, on April 5,1980 Hr. Warren stated that Mr. Brewster would provide information which would support the allegations made by Mrs. Lott regarding Chem-Nuclear Systems, Inc. , Snelling, South Carolir.a.
2. SL'MMARY OF INTERVIEW On April 8, 1980, I contacted Mr. Brewster by telephone (803 794-3007) at his place of employment, Superior Trucking in Columbia, South Carolina.

Af ter I identified myself snu explained the purpose of the telephone call, Hr. Brewster provided the following infomation.

BURIAL OF LIQUIDS Mr. Brewster stated that when he was a driver he had hauled liquid raolo-active waste to the Chem-FJelear site, but that at the time such activity was permitted and as far as he knew all liquids were solidified before bt.ri a l . He said that at times barrels of waste which had.a small amount of liquid on the lids were buried, but he did not know if the liquid was radioactive. Mr. Brewster mentioned the tanker which had been at Surry for a year, stating that he had been the driver who hauled it to Barnwell. He stated that the " tandems" were removed and the tank was placed in a shielded van. As he recalled the tank read between 2 and 3R/hr on contact but that the levels on the outside of the shielded van were within limits for over-the-road shipment. Mr. Brewster stated he had no knowledge of the burial of liquids at Chem-Nuclear other than as described above.

BURIAL OF SPENT FUEL hr. Brewster stated that he had no knowledge regarding burial of spent fuel assemblies or rods at Chem-Nuclear's Bar'nwell site and that he had never hauled spent fuel to the Barnwell site.

DOT REQUIREMENTS .

Mr. B ewster stated that for about three months in early 1978 (beginning in March or April) he helped Chem-Nuclear set Tp their transportation group. ,

Cass File 2EB He stated that most of the drivers at t. hat time had little experience in keeping drivers' logs and that drivers files were not being maintained by Chem-Nuclear. He stated that he reviewed drivers' logs and pointed out what was wrong with them, and that classroom training was conducted during that time to teach the drivers how to keep logs properly. In response to a specific question as to whether or net he had knowledge of " doctoring" or changing drivers' logs, he stated tht he wouldn't answer that question, and responded by saying he "showed them what they were doing wrong." He further stated that following the training, he believed Chem-Nuclear drivers adhered to requirements to the letter.

GENERAL Hr.-Brewster stated that he believed that Chem-Nuclear was one of the safest and most conscientious operations he had seen.
