APPLICATION OF THE NRC l STAFF FOR ISSUANCE OF SUBP0ENAS Pursuant to i 161c of the Atomic Energy Act of 1954, as amended, 42 U.S.C. 9 2201(c), and 10 C.F.R. G 2.720(a) of the Commission's regulations, the Staff of the Nuclear Regulatory Commission (Staff) applies for issuance of the attached subpoenas. The subpoenas would require the named individuals to appear and testify, and to produce evidence in the hearing in this matter which is scheduled to begin on May 24, 1989.

The individuals named in the attached subpoenas are employees of SmithKline Bioscience Laboratories (SKBL) and Central Diagnostic Laboratory (CDL), laboratories that perform analyses of drug tests conducted by Southern California Edison Company (SCE), the Licensee of the San Onofre Nuclear Generating Station. As set forth in the attached subpoenas, Dr. Jambor (SKBL) and Mr. Pardo (CDL) would testify as to record keeping practices with respect to laboratory analyses of drug tests performed for SCE. These matters are relevant to the subject matter of this proceeding, and thus, this request for issuance of subpoenas to l

require Dr. Jambor and Mr. Pardo to testify and produce documents is in i compliance with 10 C.F.R. 6 2.720(a) of the Commission's regulations. For 8905160154 890508 -
