PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD FEBRUARY 27 TO MARCH 20, 1989 Enclosed is the Peach Bottom periodic status report from the'NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

ENCLOSURE L PEACH. BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD February 27 - March 20, 1989 1.0 Plant Status l As of 8:00 a.m. on March 20, 1989, Units 2 and.3 are in a cold condition.

per the= March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 3 core'is completely off loaded into the spent fuel ~ pool.

2.0 Facility Operations Summary Unit 2 is in day 738 of its sevanth refueling outage that began March .

13,1987. Unit 2 outage work is continuing in preparation for restart.

Unit 3 is in day 537 of its seventh refueling outage that began October 1, 1987. The Unit 3 outage is continuing with limited work in progress due to Unit 2 restart efforts.

3.0 Items of Special' Interest 3.1 The~ Advisory. Committee on Reactor Safeguards (ACRS) met on March 8 and 9, 1989, to review. Peach Bottom restart. Both the GE Reactor Plants Subcommittee and full' Committee meetings were held in the Phillips Building-in Bethesda, MD. NRC staff and the licensee representatives made presentations. The ACRS forwarded their conclusions to the NRC in a letter dated March 14, 1989.

3.2 The NRC Chairman, Lando W. Zech and the Regional Administrator, W. T.

Russell,. visited the Peach Bottom facility on March 14, 1989. At the conclusion of his visit, the Chairman held a news conference at the

- Peach Bottom Conference Center.

3.3 The NRC held public meetings on February 28 (in Harford County, MD and Lancaster County, PA) and March 1 (York County, PA), to hear '

comments on the restart of Peach Bottom. Transcripts from these meetings are available at local libraries.

3.4 On February 27, 1989, the licensee and the Commonwealth of Pennsylvania signed an agreement The Commonwealth agreed to withdraw challenges to certain licensee amendments for Peach Bottom if the NRC approves the agreemen t.

4 4.0 Other Items of Interest 4.1 The licensee informed the Region on March 7, 1989, of a perso.nel change for the PECo corporate General Manager (GM) Nuclear Quality Assurance (NQA). Effective March 6, 1989, Mr. J. Madara replLted Mr. D. Helwig as the GM-NQA. Mr. Helwig is now a special assistant to the Executive Vice President-Nuclear.

4.2 On March 17, 1989, the NRC approved the Peach Bottom Restart Power Test Program Plan. The NRC concluded that this program is appropriate for a safe restart following the extended shutdown. Specifically, the program addresses safe operation of plant equipment, performance .

of plant personnel, performance of the management processes, and '

training for the licensed operators.

5.0 NRC Activitirs During the Period 5.1 Three NRC Resident Inspectors and one regional inspector monitored plant activities between January 30 - February 27, 1989. These individuals consisted of the following: i Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector j Larry E. Myers - Resident Inspector '

Julian H. Williams - Project Engineer Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activitias and demeanor, reportable events, surveillance testing, outage activities, power ascension program plans, maintenance, and outstanding items.

5.2 On March 6, 1989, the NRC issued the Integrated Assessment Team Inspection (IATI) Report 50-277, 278/89-81. The IATI was conducted February 3 - 17, 1989. The purpose of the inspection was to determine the readiness of licensee management, staff and programs to support power operation of the facility. The inspection team was composed of 16 Region 1 and NRR personnel who performed over 1100 inspection hours.

W. Kane was Senior Manager and J. Linville was Team Leader of the 16 member group. In addition, one representative from Pennsylvania and one from Maryland accompanied the team as observers.

1 The NRC team concluded with high confidence that Philadelphia Electric Company (PECo) management controls, programs, and personnel are performing at a level to support safe startup and operation of the facility. Those technical items requiring resolution or completion prior to restart are being addressed and tracked by PECo.

The team identified a relatively small number of additional items for which actions or evaluations are needed. PECo has made commitments in .

those areas. As a result of this inspection, the team concluded that  !

there are currently .no fundamental flaws in PECo's management structure, management performance, programs, or program implementation  !

that would inhibit its ability to assure reactor or public safety during plant operation.

5.3 Th'ree regional specialist inspectors were on site during the report period. One specialist reviewed previously open items from February 2~7 riarch 7,1989. Two radiation specialists reviewed health physics activities during the period March 7 - 10, 1989. The results of these inspections will be provided in future inspection I reports.

February 28, 1989 No. 2 5.5 An NRC special security team inspection report (277/89-80, 278/89-80) was issued on March 16, 1989. The inspection was conducted on January 5, 6, 23 - 27, 1989. The NRC found that the security program being implemented at the PBAPS has been significantly improved over past programs and performance. This has resulted in the implementa-tion of an effective security program. The NRC noted that considerable efforts were expended to accomplish those changes. The NRC is also encouraged by the obvious management attention and support afforded to the security program.
