Page i of 4 U.S. NUCLEAR REGULATORY COMMISSION MATERIALS LICENSE Pursuant to the Atomic Energy Act of 1954, as amended, the Energy Reorganization Act of 1974 (Public Law 93-438), and Title 10, Code of Federal Regulations, Chapter I, Parts 30,31,32,33,34,35,36,39,40, and 70, and in reliance on statements and representations heretofore made by the licensee, a license is hereby istued authorizing the licensee to receis e, acquire, possess, and transfer byproduct, source, and special nuclear material designated below; to use such material for the purpose (s) and at the place (s) designated below; to deliver or transfer such material to persons authorized to receive it in accordance with the regulations of the applicable Part(s). SAFEGUARDS CONDITIONS Section 1.0 - Material Control & Accountina SG-1.1 The licensee shall follow Sections 1.0,6.0,7.0, and 9.0 with all pages dated April 28,1995, Sections 2.0 and 8.0 with all pages dated December 8,1997, and Sections 3.0,4.0, and 5.0 with all pages dated February 25,1999, of its Fundamental Nuclear Material Control Plan. This Plan may be further revised in accordance with, and pursuant to, the provisions of either 10 CFR 70.32(c) or 70.34.

Section 3.0 - International Safeauards SG-3.1 The licensee shall follow all sub-codes within Codes 1 through 6 of the Transitional Facility Attachment No.14A, with the date of entry into force of December 4,1995, to the US/lAEA Safeguards Agreement.
