CATEGORICAL EXCLUSION FOR AMENDMENT RFQUEST DATED JUNE 8, 1987 By letter dated Juna 8, 1987, E6W requested an amendment to License No.

SNM-1168 for the addition of transuranic elements to the byproduct possession authorization associated with their Failed Fuel Rod Detection System (FFRDS). 4 Amandment No. 7 of SNM_1168 is associated with the storage and maintenance of the FFRDS used at reactor sites. The contamination on the FFRDS contains transuranic elements which possibly are not covered under this byproduct authorization. Therefore, the staff believes it is necessary to restate the possession limit authorized in Amendment No. 7. This change is strictly administrative in nature and will not compromise environmental protection, Accordingly, thc staff has concluded that the following conditions have been met:

1. There is no significant change in the type or significant increase in f the amount of any effiuents that may be released offsite, 2, There is no significant increase in individual or cumulative occupational radiation exposure,

3. Th?re fs no significant construction impact, and

4. There is no significant incrnse in the potential for .or consequences from radiological accidents. j Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environinental Impact Statement is warranted for this proposed action.
