CATEGORICAL EXCLUSION FOR AMENDMENT REOUEST DATED AUGUST 14, 1986, AND ITS SUPPLEMENT DATED SEPTEMBER 9, 1986 By letter dated August 14, 1986, and its supplement dated September 9, 1986, B&W requested an amendment to License No. SNM-1168 to authorize the storage of natural U 0 drums outside of their freight containers, instead of inside the 38 container 5 which are presently authorized. The U 0 drums will be placed on woodenpalletswithinanenclosure(e.g.,buildinh,8 trailer).
Long-term storage inside the freight containers causes accelerated deterioration of the 55-gallon drums. The tops of the freight containers are flat and tend to trap rainwater without adequate drainage. Additionally, these containers have no ventilation capacity, allowing heat and humidity to cause condensation to form and collect on the tops and sides of the drums.
This leads to accelerated rusting of the drums, increasing the possibility of leakage.
B&W is planning to upgrade the storage area and store the U 0 drums outside ofthefreightcontainersbutprotectedfromtheelements.3hiswillnotonly T
allow proper ventilation but also enhance monitoring of the drums, because visibility and access to the drums will be easier.
This amendment will neither affect public health and safety nor compromise the environment. Accordingly, the staff has concluded that the following conditions have been met:
1.
There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite, 2.
There is no significant increase in individual or cumulative occupational radiation exposure, 3.

There is no significant increase in the potential for or consequences from radiological accidents.
Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
