SUBJECT:

CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED MAY 28, 1985, AND ITS SUPPLEMENT DATED JULY 29, 1985 By letter dated May 28, 1985, Babcock & Wilcox requested an amendment to License No. SNM-1168 to permit the storage of unirradiated, natural uranium in the form of U30s. This amendment will accommodate both an increase in uranium quantity limits and the controls that are to be placed on the stored U 30s-The U3 0s material will be packaged in 55 gallon type drums which are in turn loaded inside 20-foot freight containers. The freight containers serve the purpose of a secondary barrier for both potential spills and personnel access.

The U 3 30 freight containers will be monitored quarterly to detect leakage. The containers, supported by wooden timbers, will be stored in a single planar array.

The U3 0s storage area will be kept segregated from the UF storage area.

The U 3 30 storage will not generate any effluents for offsite release. The U30s is intended for storage only and will not be disturbed once in place. Therefore, there is no significant increase in the potential for or consequences from radio-logical accidents. Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warrarted for this proposed action.
