CATEGORICAL EXCLUSION FOR AMENDMENT REQUESTS DATED SEPTEMBER 11, AND DECEMBER 4, 1984, AND SUPPLEMENTS DATED FEBRUARY 4, AND MAY 7, 1985 By letter dated September 11, 1984, the CNFP requested authorization to modify its plant activities and functions due to the removal of the pelletizing operations from service. By letter dated December 14, 1984, the CNFP requested authorization to store and maintain a Failed Fuel Rod Detection System (FFRDS) used at reactor sites. The supplements provided added information required to complete the safety evaluations of the applications.

The mar.ufacture of UO2 pellets from powder is no longer performed at the CNFP.

The starting material for the fabrication of LWR fuel assemblies is now UO 2 pellets. Therefore, operations such as the blending of UO 2 powder, pelletizing, and sintering are no longer performed. With the reduction in process steps in the operations, there should be a decrease (certainly no increase) in the amounts of any effluents that may be released offsite. Similarly, there should be a decrease-in individual or cumulative occupational radiation exposure and in the potential for or consequences from radiological accidents. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.

Storage and maintenance of a FFRDS is a new activity at the CNFP. However, no more than 0.1 curies of byproduct material (no SNM) as contamination on/within equipment, and/or waste are involved. The possession of contamination quantities of radioactive material is incident to performing services such as installation, maintenance, leak tests, and calibrations. Therefore, in accordance with 10 CFR 51.22(c)(14)(x), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
