SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED JUNE 8, 1987, RE POSSESSION LIMITS CLARIFICATION ASSOCIATED WITH THE FAILED FUEL R0D DETECTION SYSTEM (FFRDS)

Background

B&W is authorized to possess 0.5 curies of byproduct material as contamination on or within equipment and/or as waste (Amendment No. 7 dated March 23,1987).

On June 8,1987, B&W submitted an amendment application for the addition of transuranic elements to the byproduct possession authorization associated with B&W's FFRDS.

3 Discussion Amendment No. 7 is associated with the storage and maintenance of the FFRDS f

used at reactor sites.

It was brought to the applicant's attention that the contamination on the FFRDS contained transuranic elements which possibly are not covered under this byproduct authorization. To rectify this situation, B&W has requested an amendment to specify transuranic in the byproduct possession authorization. Since all transuranic except for plutonium are covered by the definition of byproduct material in accordance with 10 CFR 30.4(d), the staff has determined that an addition of a possession authorization for the plutonium would be adequate. To accommodate this request, moreover, the staff believes j

that it is necessary to restate the possession limit authorized in Amendment 1

To accomplish this, the staff recommends the following conditions:
