, - DESCRIPTION ' AND SUf9fARY OF PROPOSED CHANGES -

  • . _LThe proposed, changes involve' Technical Specification Tables 3.3-6,

'and 4.3-3'for the Byron and.Braidwood Stations. The Control Room

. Ventilation '(VC) System consists of two trains with.two radiation' monitors cinstalled per. train. Under'the seven' day action. statement of the VC system

. Technical' Specification;one VC system train can be in' operation.at a. time.

As presently worded, the-Radiation monitor Technical Specification'at each.

Station requires the ' Control Room Ventilation System to be. isolated and the Control Room,Make-up System to'be started if any of the four-radiation monitors becomes1 inoperable, even;if'the inoperable monitor is on the ,;

ventilation. train.that11s not in operation. The proposed Technical y

. Specification change will' allow the Control Room Ventilation System to l remain in" operation provided there are two radiation' monitors operable on

!the ventilation train in operation.

The current Technica1'Specificationfwording is-overly restrictive  ;

because the failure of one radiation monitor does not necessarily indicate a '

< radiological event, such that.the Control Room-Ventilation System should be JO isolated. . Upon review, Commonwealth Edison believes.the Technical Specification.should. allow the second ventilation train to be' started if a circumstance arises whereby the first VC system train is' declared inoperable, due to'one of its' radiation monitors becoming inoperable. If one of-the two radiation monitors in the second. operating Control Room

-Ventilation System cannot be maintained operable, then the-Control Room Make-up system will be put into operation as;is currently required.- ,

  • l EVALUATION OF SIGNIFICANT HAZARDS CONSIDERATIONS i

Commonwealth Edison has evaluated this proposed amendment and determined that it involves no si'nificant g hazards considerations. l According to 10 CFR 50.92(c), a proposed amendment to an operating license involves no significant hazards considerations if operation of the facility in accordance with the proposed amendment would not:

1

1) Involve a significant increase in the probability or consequences l of an accident previously evaluated; or
2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or i
3) Involve a significant reduction in a margin of safety. l The VC System is made up of two redundant trains that include four (4) radiation monitors, two installed in each train. The proposed amendment involves the operability of these radiation monitors and the related j operability of the VC system trains. Two VC System trains are normally  ;

required to be operable. Under the 7 day action statement requirement of l the VC System Technical Specification, one system train can be operable and  !

provide the control room ventilation needs. The intent of the current )

Radiation Monitor Technical Specification is to ensure.that there is sufficient redundancy to detect a radiological event so that appropriate actions can be taken to protect the control room operators. The requested changes require two (2) radiation monitors to be operable in the VC system train that is operating. Under these changes, the intent of the Technical Specification will continue to be met. As such, the proposed changes do not affect the assumptions or results presented in the FSAR analysis.

Therefore, the probability of an accident previously evaluated is not affected. )

The consequences of previously evaluated accidents would not be significantly increased because the radiation monitor operability for the required VC system train in operation will not be decreased. The proposed changes are consistent with the applicable PSAR sections and analysis.

The changes do not add or modify any existing equipment, nor introduce a new mode of plant operation. The operability of the radiation monitors will continue to be verified by performing the related Technical Specification required surveillance. As such the possibility of a new or different kind of accident from any accident previously evaluated is not created.

The margin of safety as defined in the basis for the Technical Specification is not reduced because the two (2) radiation monitors installed in the operating VC system train are still required to be operable. If the first VC system train becomes inoperable, the second,  !

j redundant VC system train would be available to be operable under the seven day timeclock and it would require to have both of its radiation monitors operable. If this condition can not be achieved or maintained, then the control room make-up system would be started as currently required. The margin of safety is not reduced.
