NOTICE OF INTENT TO INTRODUCE NATIONAL SECURITY INFORMATION In accordance with 10 CFR Section 2.907 (c) ,

Intervenors, Natural Resources Defense Council, Inc. and the Sierra Club, hereby provide notification of their intent to introduce National Security Information into the proceeding, as follows:

(1) The information relates to design basis threat i levels of various federal agencies for various categories of l

threat. It is set forth in Answer A.9 of the Testimony of l

Dr. Thomas B. Cochran, Part V, Contentions 4 and 6(b) (4) ,

filed November 1, 1982.

(2) The highest level of classification of the material is confidential.

(3) Intervenors anticipate the need to introduce this information during the safeguards portions of the LWA-1 hearing scheduled to commence November 16, 1982.

(4) The 1.nformation is relevant and material to Intervenors' safeguards contentions (4 and 6 (b) (4)) . It is necessary to demonstrate the extent to which Applicants and Staff fail adequately to analyze safeguards risks and consequences. More particularly, it relates to Intervenors' showini that diversion of plutonium from the CRBR and its supporting fuel cycle is possible under certain scenarios which Applicants and Staff do not adequately take into account.

(5) Intervenors may wish to submit additional National Security Information. The entirety of Dr. Cochran's testimony on the safeguard contentions has been submitted to the Office of Security for classification review. If that Office should determine that other portions of the testimony contain material subject to classification, we will advise the Board accordingly.
